SUMMARY

Provides direction, guidance and supervision in the administration of repair contracts, including negotiations of contract modifications, cost and profit monitoring, risk identification and avoidance all under the general supervision of the Manager of Repair Contracts. Position directs and supervises the work of Contracts Repair Estimators assigned to perform work associated with repair contracts. Specific assignments may emphasize one aspect of Repair Contracts Administration.

The incumbent will have moderate latitude in planning and performing his/her activities within department practices and company priorities.

Individual will work closely with Repair Production Leadership and with other Contracts department personnel. Will interface directly and extensively with external customer representatives from Southwest Regional Maintenance Center (SWRMC) and other Navy Commands.

The objectives of this position are:



  • To ensure accurate and timely administration of repair contracts.
  • To assign, manage and develop skills of Contracts Estimators to achieve Departmental goals and objectives.
  • Negotiate requests for contract changes in a timely and profitable manner.
  • Assists development of Request for Equitable Adjustments (REA) and Claims as required.
  • Resolve schedule and contractual conflicts equitably.
  • Monitor cost reports (CSSR's) to ensure maximum profitability.
  • Recommend and initiate process improvements to enhance Department productivity.
  • Approve timecards and complete performance evaluations and goal setting for direct reports.



Reports to the Manager of Repair Contracts. Coordinates with Repair Program Managers, Ships Managers and Repair Supply Chain Management. Will be required to interface with external contacts; primarily SWRMC contracting officers and senior civilian personnel. Must plan, organize and schedule activities in support Repair Availabilities and/or company goals.

ESSENTIAL FUNCTIONS AND DUTIES




  • Leads others and performs contract administration duties on repair contracts (specific assignments may emphasis one aspect of repair).
  • Ensures profitable and timely authorization of growth work in a timely manner while mitigating cost and schedule risks.
  • Settle disputes and equitable adjustments as required with customers in support of company objectives.
  • Liaison with Support Services and Repair Production to ensure all contract obligations are met.
  • Maintain timely open communications with Contracts and the Repair management team.
  • Review progress and provide status updates regularly on Government open action items.
  • Advise other departments of important and pertinent contract terms and conditions of new repair contracts and assist in implementing programs/actions to ensure contractual terms and conditions are met.
  • Other responsibilities and duties as required.



SKILLS AND QUALIFICATIONS

The position requires a minimum of a Bachelor's Degree in Engineering, Business, or a Liberal Arts discipline and experience in Government contracts. Working knowledge of the Federal Acquisition (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Government contract management certificate highly desired. This position requires a good working knowledge of shipboard systems, ship repair, production processes and ship production management organization. Individual must be well organized and posses the ability to write organized contractual correspondence (letters and emails). Ability to think clearly and to meet deadlines is critical.

PHYSICAL DEMANDS

Work occurs in both an outdoor shipyard environment and in an office setting.Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing.Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 20% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.

PAY SCALE

$109,100 - $141,100

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
