We are accepting applications to fill a CAD Mapping/GIS Analyst (EDP Systems and Programming Analyst I/II) position. The current vacancy is full-time, and in the Regional Fire Communication Center (Fire Department) in Santa Barbara, California.

JOIN our team as a Computer Aided Dispatch (CAD) Mapping/GIS Analyst and make a significant impact on emergency response in our community. In this crucial role, you will work alongside our team of dispatchers to ensure seamless operations in our new Regional Fire Communications Center (RFCC). This is a unique and exciting opportunity to be a part of building a new regional fire-rescue-EMS communications/dispatch program.

About the Regional Fire Communication Center (RFCC):

The RFCC is a secondary Public Safety Answering Point (PSAP) serving the Santa Barbara County region. This Center dispatches County fire-rescue resources for all cities (4), fire protection districts (3), and for the Santa Barbara County contract ambulance provider which is a 24-hour / 365-day operation. RFCC is a partnership between member agencies and administered by the Santa Barbara County Fire Department.

The RFCC is the dispatch center for the Santa Barbara County Operational area of the California OES Fire & Rescue Mutual Aid System. It is also responsible for ordering, dispatching, and tracking resources including fire engines, crews, dozers, aircraft, and overhead personnel as required through the Santa Barbara County Fire Department's contract with CalFire. The RFCC interacts frequently with other agencies including CalFire, California OES, California State Parks, National Park Service, U.S. Coast Guard, U.S. Air Force, and U.S Forest Service.

THE POSITION:
Under general direction, this incumbent Computer Aided Dispatch (CAD) Mapping/GIS Analyst will play a crucial role in the effective utilization of spatial data and mapping technology for the Santa Barbara County Fire Regional Communications Center. The CAD Mapping/GIS Analyst relies on precise geographic information and will be responsible for maintaining the accuracy and integrity of GIS. CAD Mapping/GIS Analysts possess skills in map design and production. The CAD Mapping/GIS Analyst will create visually accurate and informative maps that convey complex spatial information in a clear and understandable manner. CAD Mapping/GIS Analyst will regularly conduct geospatial analyses to derive insights from spatial data. This is valuable for identifying patterns, trends, and relationships that may not be apparent in tabular data alone. GIS maps for CAD will provide a visual representation of data, aiding decision-makers in understanding spatial relationships. A CAD Mapping/GIS Analyst facilitates this process by creating maps that support informed decision-making. GIS is invaluable in emergency response scenarios. A CAD Mapping/GIS Analyst can create maps that assist in planning and executing effective responses to natural disasters or other emergencies.

A CAD Mapping/GIS Analyst is responsible for inputting, updating, and maintaining GIS databases, and coverages, layers, and linkages to various databases. Duties may include: preparing detailed maps using ESRI technologies (ArcGIS desktop) and/or other mapping software; inputting and reviewing GIS data for completeness, accuracy, and neatness; creating map layouts and views of moderate difficulty and complexity; conducting geoprocessing operations and database queries; conducting mapping research both in the field and in the office to resolve conflicting information; and interpreting plans. This class performs related duties as required.

Ideal Candidate :
Experience using or certifications for:
  • ESRI's GIS Suite
  • ArcGIS extensions

  • GISP Certification
  • A bachelor's degree in computer science, information technology, or at least five years of experience in managing and administering a CAD system for emergency services is preferred.
  • Knowledge of the principles and practices of emergency dispatching and communication.
  • Proficiency in the use of CAD Central Square software and hardware, as well as other relevant applications and tools.
  • Ability to work under pressure and manage multiple tasks and priorities.
  • Excellent communication, interpersonal, and critical thinking skills.
  • Attention to detail and quality.
  • Ability to manage customer expectations and prioritize time to resolution based on service level and priority.

THE PRIMARY SCOPE OF TECHNOLOGIES includes but is not limited to: Microsoft 365 security and compliance, Microsoft Defender for Cloud, Microsoft Defender for Endpoint, IAM, PAM, IGA, CASB, CIEM, SIEM, email security, Firewalls, scanning solutions, remote access solutions, PKI, encryption (including BitLocker), email hygiene, and cybersecurity awareness solutions.

ADDITIONAL TECHNOLOGIES that may be required include:
Active Directory, ADUC, Aqua, GPOs, DFS, DHCP, DNS, Microsoft Endpoint Configuration Manager, PowerShell, end user support, Microsoft Windows Server, Microsoft Windows 10, file and print server management, Exchange suite including EMC, Outlook and OWA, disaster recovery and business continuity solutions, hyperconverged infrastructure, IP address management, VMware, wired and wireless networking.


Examples of Duties

  1. Incident mapping; familiarity with Fire Incident Management tools.
  2. Provides GIS services during emergency incidents which may involve long duration assignments at incident locations. Creates maps, graphics, diagrams, illustrations, imagery, and reports in hard copy and digital formats for departmental use as well as for other County departments, private parties, governmental agencies, and special districts.
  3. Retrieves and distributes stored maps; and provides efficient and accurate mapping-related information to the public via telephone and in-person requests.
  4. Compiles mapping and geographic data from a variety of sources including; enters new map data through use of a digitizer, computer input from scanned materials, imported maps, aerial imagery, or by direct input of coordinate information; and moves, copies, deletes, and adds files, drawings, and maps to output reports in hard copy or electronic transfer.
  5. Learns, applies, and maintains proficiency in various hardware and software technology used by the department.
  6. Learns, applies, and maintains proficiency in basic knowledge of operational areas related to assignment, including new rules, statutes, laws, and/or chain of title.
  7. Interprets and explains laws, procedures, and technical aspects of map preparation and assessment to coworkers, other departments and agencies, attorneys, title companies, engineers, surveyors, and the public.
  8. Researches and analyzes legal descriptions, deeds survey notes, maps and various other recorded documents to identify and verify property boundaries, establish ownership, and segregate /combine property.
  9. Uses Computer Aided Drafting (CAD) to create boundary line adjustments, open space easements, closed traverses, street expansions and abandonment, and other information on cadastral maps.
  10. Collaborates with Santa Barbara County Sheriff's Dispatch to verify and maintain Fire Department layers for accurate dispatching.
  11. Providing technical support and training to the dispatchers and other users of the GIS CAD data.
  12. Analyzing GIS CAD data and generating recommendations for improvement.
  13. Keeping abreast of the latest developments and best practices in CAD technology and the 911 industry.
  14. Working closely with partner agency GIS teams to ensure the accuracy and timeliness of the geospatial data used by the CAD system.


Employment Standards

To be considered for this position, applicants must demonstrate how they meet these employment standards. Applicants will need to attach all relevant degrees and/or unofficial college transcripts to their application for verification.

  1. Completion of 24 quarter/18 semester units of college-level courses in the principles and methods of systems analysis, systems design, computer program design, computer programming using a language utilized by the hiring department, and information system technology, AND two years of experience writing business application programs; OR,
  2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Knowledge of: principles and methods used in analysis and development of data processing applications; principles of systems and procedures analysis; uses and limitations of data processing applications; principles of information entry, storage, and retrieval; programming languages applicable to systems in use; current developments in data processing; operating capabilities of common hardware configurations; principles and techniques of computer programming; basic math to develop simple equations in programming applications and to estimate costs of systems; and basic principles of electronic data communication.

Ability to: define problems, collect and analyze data, validate conclusions, and make recommendations; modify and write programs for efficient applications; write instructions and procedures; write systems and programming documentation; prepare clear and concise memos and written reports; identify and take corrective actions to solve problems in programs and production systems; communicate on technical issues with individuals with varying degrees of computer familiarity; apply advanced programming languages and programming tools; establish and maintain effective working relationships with users and others contacted in the course of work; read and interpret technical instructions used for such tasks as coding and operating systems; organize work and set priorities to meet deadlines; work within prescribed time constraints.

  • You must possess a current and valid California Driver's License at the time of appointment and must remain valid throughout the term of employment.
  • This position may require working during weekends of off-hours.
  • This position may require travel throughout the County.
