DEPARTMENT OVERVIEW

The University of California Health comprises six academic health centers, twenty health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The UC Health Finance and Strategy department provides strategic, administrative, and financial direction to support and optimize the overall effectiveness of UC Health. Led by the Associate Vice President, Finance and Chief Strategy Officer, teams work closely with the UC Health division, UC Health academic medical centers and UC Office of the President to provide innovative solutions to complex strategic matters and administer inclusive, efficient operational, financial, and strategic guidance.

POSITION SUMMARY

The Associate Vice President Finance and Chief Strategy Officer reports to the Executive Vice President (EVP) of UC Health, who provides leadership and strategic direction for UC's six health centers, five of which are academic medical centers, and its 20 health professional schools. The EVP is the Senior Executive of UC Health, who supports strategic systemwide initiatives and activities that promote collaboration among the university's health professional schools and clinical enterprise. The AVP Finance and Chief Strategy Officer serves as the senior advisor and counselor for the EVP, and provides the highest level of analytical, strategic, and implementation support with respect to current and emerging issues of importance in areas of local, statewide, and national healthcare and health sciences. S/he collaborates with stakeholders in University of California leadership positions, including the President of the University, the Academic Senate, the Regents, health center vice chancellors and CEOs, chancellors, health professional school deans and leadership of the divisions of the UC Office of the President, among others in execution of programs and strategic initiatives. This position manages and administers independent program(s) and participates on systemwide committees, task forces, and hiring searches with organization-wide impact. The person in this position regularly works on highly complex issues of problems which require analysis of unique issues/problems without precedent and/or structure. As such, the AVP Finance and Chief Strategy Officer will have the ability to represent the EVP in various forums in the absence of the EVP and may represent the organization in location-wide and systemwide meetings and discussions.

The incumbent is recognized as an influential leader and makes final decisions for the organization and ensures the achievement of objectives. Erroneous decisions will have a serious impact on the overall success of the organization. The AVP Finance and Chief Strategy Officer oversees, through subordinate staff, systemwide finance, strategic planning and initiatives as well as the daily operations of the division including human resources, budget, IT, building services, procurement, finance and accounting. S/he also oversees the division's planning, execution, and coordination of all Regents activity related to the Health Services Committee and health representation in other committees as needed. The AVP Finance and Chief Strategy Officer responds to a variety of issues, handles sensitive negotiations with little or no precedence; requiring expedient and diplomatic action; applies breadth of institutional knowledge to develop sound long and short term plans; builds relationships with key constituencies and stakeholders; identifies, formulates and advises ion policy and its implementation; and exercises sound judgement in selecting methods, techniques, and evaluation criteria for obtaining results. The AVP Finance and Chief Strategy Officer exercises a high level of judgement in selecting methods, techniques, and evaluations criteria for obtaining results. The position requires the utmost integrity, honesty, flexibility, and ability to work well with a wide range of internal and external stakeholders.

RESPONSIBILITIES

  • 60% Financial Oversight - Oversee the work of the UC Health-wide integrated commercial payer strategy, coordinating the strategy, execution and management of the managed care contracting collaborative which negotiates a portfolio of contracts totaling $8B annually. Oversee the work of the UC Health Director of Revenue Cycle and their team to drive systemwide revenue cycle strategy and optimization efforts. Identify opportunities for better coordination and integration between the managed care contracting and revenue cycle teams to improve outcomes. Coordinate alignment across UC Health and other UCOP functions which also negotiate and manage contracts with the same payers (UC HR, UC Finance, with support from UC Legal and External Relations and Communications) to leverage the University's collective best interests relative to the payers.
  • Oversee and coordinate policy and advocacy efforts to maximize government reimbursement through the Medi-Cal and Medicare programs which total +$15B annually in collaboration with the AVP Policy and Regulatory Affairs, part-time systemwide Medi-Cal leader, UC Legal, External Relations, external advisors.
  • Oversee the work of the UC Health Director of Finance and team on strategic financial efforts such as the coordination with UC Finance in the management of the UC Health-wide obligated group for debt capacity, capital projects, mergers and acquisitions; implementation of health-related financial policies; and the systemwide CEMRP plan. Oversee the development of financial reporting and dashboards including the quarterly financial reports, annual community benefits report, collaborative ROI report, and others. Convene the UC Health-wide CFO group and represent the UC Health division.
  • 20% Executive Collaboration & Program and Policy Management and Analysis - Negotiate directly to achieve strategic solutions with executive and senior level stakeholders such as UC Health CEOs, faculty, Academic Senate leaders, senior administrators, health professional school deans, other UC locations, the President, Regents, public agencies and the community to develop solutions to complex problems; providing briefings on key issues. Stay well-informed and keep abreast of current and emerging issues in order to provide the EVP, UC Health a broad perspective across the Office of the President, the campuses, and the national labs. Identify and ensure that senior leadership is informed of and make recommendations on high profile issues requiring attention and/or action by senior leadership. Lead divisional initiatives on behalf of the EVP which include developing and implementing solutions to issues that have department, division, or systemwide impact. Represent the UC Health division in the UC Health-wide COO group.
  • Provide frameworks for policy and administrative change, developing strategies for change management to remove barriers to goal achievement. Provide high-level analyses on a broad range of issues; including new program proposals. Work effectively with the EVP's direct reports to communicate and coordinate internal policy, procedures and practices. On behalf of the EVP, ensure directly, or through subordinate staff, and in coordination with internal and external stakeholders, the planning, preparation and delivery of agendas and materials for the Regents Health Services Committee meetings, held six times per year. Ensure timely and responsive coordination with the President's Executive Office and Secretary of the Regents. Oversee support for the EVP's participation in the Regents full-board meetings and between-meeting outreach as needed. As directed by, and in support of the EVP, prepare either directly or through subordinate staff, correspondence, speeches, briefing notes, meeting materials and agendas in draft and/or final form following standard business format, for issuance to academic and administrative units.
  • Develop and implement communications and marketing strategies for UC Health via the Director of Communications and other staff. Ensure clear and consistent communications to internal/external stakeholders and accessibility of information for partners including the President, Regents, Chancellors, and members of the State.
  • 15% Strategic Planning and Execution - Lead the development and implementation of a UC Health systemwide strategic investment plan and Presidential Priority around UC Health in coordination with president, chancellors, EVP and health leadership in the division and across the enterprise. Retain and manage strategic consultants as needed to support strategy development and implementation. Facilitate the integration of the plan with the UCOP Strategic Framework and the Presidential Priorities. Research, analyze and understand the national and state health landscape and impacts on the systemwide health enterprise. Identify and coordinate strategic intersections between the UC Health strategy and other UCOP functions including ER&C, UC Operations, UC Finance, and UC Legal. Represent the UC Health division in the UC Health-wide Chief Strategy Officer group.
  • 5% Divisional Leadership & Management - Independently conduct or direct highly complex and critical cross-divisional projects and initiatives within the UC Health division, leading projects of significance requiring facilitation and collaboration with representation across organizational units as appropriate. Provide leadership in establishing a partnership with department vice presidents and vice provosts, within the Executive's area and in other UCOP organizational units. Represent the EVP to other senior leadership of the University and external constituencies with authority to make decisions on high-level task forces and long- and short-range planning groups. Conceptualize and implement initiatives to advance the executive's vision, including researching and drafting articles, speeches, and presentations. Responsible for oversight and analysis of complex issues for the EVP and leading various committees and task forces. Lead and manage onboarding, offboarding and interim EVP transitions, acculturating new leaders in organizational and Regental protocols, overall operations, and initiative and program planning and management.
  • Oversee the Director of Operations and Strategic Initiatives, who directly manages the business administration of the UC Health division and supervises administrative personnel, including oversight of workflow and adherence to University policies and UCOP protocols, and the coordination of ad hoc or ongoing administrative projects and strategic initiatives.
  • Other duties as assigned.

REQUIRED QUALIFICATIONS

The Associate Vice President Finance and Chief Strategy Officer must possess a unique combination of skills and abilities to successfully manage a complex set of responsibilities for the largest academic health system in the US including:

  • A minimum of 10 - 15 years of high-level administration and progressive experience in financial oversight and/or budget management of a large, complex organization.
  • Ability to establish mission and goals at a macro-level for a complex organization and to lead subordinate management to develop goals in alignment with priorities.
  • Highly sophisticated skills in strategy development, systems planning and change management.
  • Expert skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Expert level experience collaborating with executive level management on controversial situations, customer negotiations, or influencing and persuading other executive and senior leadership.
  • Demonstrated ability to plan and manage administrative/operational activities from a high-level strategic perspective that takes into account the linkages between different activities within and outside the organization; ability to evaluate and analyze complex business and operational needs and policies and to develop creative solutions for successful outcomes within an institutional framework.
  • Expert skills in developing and driving strategic plans across an organization and cascade priorities into actionable and measurable outcomes that drive system-level change.
  • Demonstrated ability to identify key issues critical to the success of a desired outcome/product; the ability to quickly research and integrate essential information, use that information to define and test options and alternatives, and develop recommendations and justification for the most productive course of action. This requires insightful and creative skills in reasoning and logic.
  • Proven outstanding oral and written communications skills that demonstrate the ability to effectively present information and complex data, make persuasive explanations and presentations on controversial or complex topics, influence outcomes and tactfully deal with diverse people, situations and ideas.
  • Experience in successfully negotiating contracts and directing agreements with other institutions, vendors, community enterprises to drive efficiencies across a large organization.
  • Demonstrated ability to proactively analyze complex situations and issues creatively and critically, devise strategies for addressing them, and produce clear and effective communication initiatives and materials.
  • Thorough knowledge of leading teams and individuals to successfully provide financial analysis and reporting techniques, human resources accounting, and payroll.
  • Excellent interpersonal skills and a high level of emotional intelligence -- to interact effectively and develop and maintain productive working relationships with an array of diverse interests, individuals, and constituencies. Ability to exercise political acumen and work collaboratively and productively with individuals having varying work styles and personalities. Client services oriented, with excellent listening and critical thinking skills.
  • Strong analytical skills that demonstrate the ability to guide research and inquiries into complex and emerging areas of budget and financial resources.
  • Highly organized, meticulous, detail-oriented, able to follow-through well.
  • Demonstrated ability to work effectively under extreme pressure of deadlines, frequent interruptions and shifting priorities to produce consistently (alone and with others) high quality materials of all kinds in a timely manner.

  • Proven ability to maintain confidentiality with regard to sensitive issues and information and exercise discretion in dealing with sensitive or potentially sensitive topics.
  • Knowledge of and experience with UC processes, protocols, and procedures preferred.

Education

  • Bachelor's degree and/or equivalent experience, and a minimum of ten years of high-level administration and progressive experience in financial and/or budget management required.
  • Advanced degree in related field preferred.

Salary: $478,000 - $600,000
