Amend at UCSF in the UCSF Division of Health Equity and Society (DHES) seeks to hire a full time Senior (Sr) Program Manager. Amend is led by experts in medicine, public health, and correctional practice reform. Amend partners with the Norwegian Correctional Service, colleagues from other European prison systems, U.S. community-based organizations, advocates working in the transformative justice space, and others to advance jail and prison reform centered on health and humanity. Our program leverages intensive correctional policy review, correctional staff training, and mindset change to create measurably more humane and rehabilitation-focused jail and prison environments that improve the health of incarcerated people and staff. The Amend program is multi-year, multi-faceted, and tailored to the unique needs and opportunities of each enrolled correctional system. Amend is seeking at least one Program Manager who will be central to planned expansion of the Amend program in new states and women's prisons.

The Sr Program Manager will work closely with the Implementation Director and Implementation Team to advance a broad spectrum of analytical, management, program development and implementation activities. The Sr Program Manager role requires knowledge and experience in the fields of criminal justice and/or public policy and/or public health. This role requires superb writing skills, dynamic leadership, professional communication and high-level program management skills. The successful management of this work requires an ability to partner effectively with diverse stakeholders, including high-ranking appointed and elected government officials and Department of Corrections leaders, correctional staff and their managers, and incarcerated people and their advocates. As a result, academic or applied grounding in social change movements and transformative justice, and/or deep knowledge of correctional systems work, and/or experience providing multi-level strategic planning, consulting, and implementation work is also crucial.

The Sr Program Manager must be able to collaboratively develop and support the standardization of Amend's innovative interventions. They will also work closely with Amend colleagues in Program Design, Research, and Communications to ensure that Amend's impact is well-documented and broadly disseminated with the goal of advancing reform beyond enrolled systems. The Sr Program Manager position requires working with the Implementation Program Management Team to plan, coordinate, and deliver programs (including policy review and officer training) with multiple partnering correctional systems and institutions, and will potentially include direct oversight of program managers. In addition, the Sr Program Manager will be expected to directly provide and facilitate technical assistance and provide strategic guidance (with mentorship from the Amend Executive Team) at all levels of implementation: with high-ranking administrators, institutional leadership, correctional staff, and incarcerated people at these sites.

This position requires travel to conduct in-person training at multiple correctional facilities and to oversee international and interstate job shadow and leadership immersion programs. The Sr Program Manager should expect to travel for approximately 40-60 days a year on an approximately monthly basis, primarily to partnering jails and prisons throughout the U.S. and internationally. The Sr Program Manager also facilitates virtual trainings and meetings, and will assist with presentation of the Amend program at a range of international and national forums. A background or academic grounding in education, preferably adult learning, and/or training and/or moderating large and small groups, including using remote technologies, will be advantageous.

The Amend Program Implementation Team is primarily located in the SF Bay Area and are required to come into our office in San Francisco at least twice a month. It would be beneficial for the Sr Program Manager to live in the SF Bay Area to successfully manage the team members and activities located in the Bay Area and California.

However, due to program growth into new states and regions, Amend is willing to consider candidates for this role with a history of success working remotely who are located in the Midwest or East Coast. Staff who are not located in the SF Bay Area must have a demonstrated record of effective, independent remote work, and may sometimes be required to adjust their schedules to be available for meetings and other virtual programs on PST.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $110,400 - $172,900 (Annual Rate).

Department Description

Amend is part of the UCSF Division of Health Equity and Society (DHES) at San Francisco General Hospital, which is part of the UCSF Department of Medicine. Amend at UCSF was founded by Dr. Brie Williams, Professor of Medicine at UCSF, as a research and training program that designs and delivers training, education, and advocacy and conducts health services research to develop and advance a health-first vision of prison system transformation in the United States. Based on evidence developed during program implementation and evaluation, alongside independent research, Amend engages prison partners in the U.S. to achieve significant policy reform, retrain staff, and elevate the voices of incarcerated people and other directly impacted communities in pursuit of a transformed societal response to crime and approach to incarceration. In addition, Amend serves as a technical support provider and research consultant to criminal justice organizations - primarily U.S. jails and prisons - working to improve the quality, safety, and reach of health care services in their institutions. Through its growing roster of national and international partners, Amend is leading the way in defining alternative, health and human rights-focused harm reduction strategies inside US prisons that are better for both incarcerated people and prison staff. In its role as a leading organization in this work, Amend is increasingly engaged in public communication and advocacy efforts and seeking new, creative approaches to change the public conversation on crime, criminal justice, and public health in the United States.

The Division of Health Equity and Society carries out innovative research to prevent and treat chronic disease in populations for whom social conditions often conspire to both promote various chronic diseases and make their management more challenging. The DHES is also home to the Benioff Homelessness and Housing Initiative (BHHI) which provides accurate, timely policy-oriented research about homelessness for local, state, and national policymakers and practitioners.

Required Qualifications


  • Terminal degree (PhD, JD, MD, etc.) in criminal justice, and/or public health / policy or related area and 5-10 years of specialized work experience; or equivalent combination of education and experience / training
  • Extensive knowledge and understanding of criminal justice reform, public health principles and practices, and health policy.
  • Experience managing complex projects, programs, and initiatives.
  • Exceptional writing, organizational, and communication skills.
  • Superior professionalism and ability to partner effectively with diverse stakeholders.
  • Extensive skill and experience coordinating complex projects and/or partnerships with U.S. Departments of Corrections.
  • Proven ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Demonstrated ability to manage multiple projects/programs at once (often with competing deadlines/demands).
  • Excellent Microsoft Office Suite skills; excellent video conferencing skills.
  • Ability to travel nationally & internationally to achieve program goals.
  • Experience managing staff.
  • Experience managing and editing narrative and other reports.
  • Advanced oral and written communication skills.
  • Advanced ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Advanced interpersonal skills and ability to work with diverse groups to achieve results.
  • Advanced ability to work collaboratively with internal and external peers and managers.
