Summary:

The Hershey Company Hazleton plant is a Union plant producing products such as Cadbury, Milk Bars, Almond Bars, Extra Dark Bars, Caramel Bars, Candy Coated Eggs, and Kit Kat, in a high-speed complex environment.

Under limited supervision, the Sr Specialist Environmental Health & Safety provides leadership and direction for development of safety programs to ensure compliance with regulations and company policy.



  • Develop and implement plant-wide safety policies and programs
  • Conduct EHS assessments and provide guidance to Business Unit Managers, Supervisors, and other functional teams
  • Develop and deliver safety training programs to all levels of management and employees
  • Participate/provide leadership on multifunctional teams to provide safety support and guidance
  • Work with numerous internal customers
  • Interact with local, state/provincial, and federal level regulators. Mentor lead and guide Supervisors, Business Unit Leaders through Safety Incident Management, Safety Management System, Audits, Training, Workers Compensation, Industrial Hygiene and Projects as the subject matter expert in safety
  • Cover for the EHS Manager in their absence, development of the Safety Specialist and leading safety committee teams



Responsibilities:

Compliance



  • Provide coaching, mentoring and leadership for development, implementation of specific EHS policies and programs. Maintain technical proficiency in key safety areas. Serve as plant resource for specific program areas. Develop and deliver EHS training programs to all levels of management and employees. Provide technical guidance on specific EHS issues to BU Managers, supervisors, and other functional teams to ensure compliance. Working knowledge base of ergonomics to make modification to process to improve ergonomic position and reduce ergonomic risk.



Auditing:



  • Perform or coordinate department/plant-wide inspections of safety procedures, equipment, and programs to ensure compliance with appropriate regulatory requirements and risk reduction management. Report on findings and work with plant management to develop action plans to address deficiencies. Support plant management and other staff to ensure action plans are implemented and follow up occurs.



Incident Management:



  • Independently execute investigations and analyze incidents to identify trends in people safety information. Initiate corrective and preventative action plans and communicate findings as appropriate. Assist BU Managers and Supervisors to determine resolution and implement corrective actions. Use various computer support systems (ex. SAP EH&S, SharePoint) to document data.



EHS Management System & Continuous Improvement:



  • Assist with the development, implementation and monitoring of EHS Management System aspects and written program documentation. Conduct regular written program reviews and prepares updates. Perform regular internal audits, document and report findings and follow-up on non-conformances. Participate/lead verification and validation activities for EHS Management System aspects and EHS regulatory compliance.



Workers Compensation



  • Apply working knowledge of Workers Compensation Management Processes to assist with workers compensation through detailed investigation and follow up. Provide updates and guidance to plant leadership.
  • Assist in the case management within the plant.



Industrial Hygiene



  • Leverage basic Industrial Hygiene Fundamentals & Instrumentation to setup and gather data from sampling equipment and analyze industrial hygiene reports to make recommendations.



Project / Business Unit Support



  • Drive continuous improvement through utilization of Safety program elements such as Safety Teams, Near Miss Program, Corrective and Preventive Action initiatives, Behavior-based safety methodologies, work orders, QDR, Pre-start up and Stage Gate reviews for engineering projects, and other risk reduction programs. Lead Safety Teams and prepare documents as necessary. Lead and/or participate on multifunctional improvement teams to provide safety guidance and safety problem solving. Interact with project/tech assurance managers to ensure safety issues are identified early in the project design and development process and are evaluated and addressed.



Training



  • Create and implement training programs and informational materials as required to convey safety policies and procedures for new hire orientation, on-going regulatory requirements, and specialized training.



Minimum knowledge, skills and abilities required to successfully perform major duties/responsibilities:




  • Develop and drive the implementation of leading/proactive indicators/metrics
  • Develop and drive the implementation strategy to reduce cost associated with job related injury and illness and regulatory compliance.
  • Examine the work environment for various physical, chemical, biological and environmental hazards/stresses
  • Define corrective actions that reduce stresses that impair health and ability of worker efficiency.
  • Drive implementation of specific recommendations to the proper level of management.
  • Maintain currency with all applicable standards and regulations to advise management as to the changes impacting Hershey operations.
  • Direct the evaluation of areas for hazards and make recommendations for improvement or protective equipment requirements.
  • Advise management as to appropriate activities and controls measures.
  • Interpret OSHA standards/regulations and maintains cooperative relationship with OSHA
  • Develop & conduct health and safety training courses for supervisors and employees as needed.
  • Assist in the investigation of safety and health complaints and incidents.
  • Provide technical expertise & assistance to Facilities and Equipment Engineering groups in the design of protective equipment for uses on processes and machinery: and where necessary, redesign equipment to eliminate/reduce safety and health hazards.
  • Coordinate as required for the assigned business unit all activities outside regulatory agencies such as OSHA, Pennsylvania Workers Compensation function, etc.
  • Analyze standards in terms of engineering concepts on which they are based and apply these standards to meet specific situations.
  • Provide assistance as required in support of the industrial hygiene function and to the other EHS Staff members as required to meet the objectives of Hershey's EHS process.
  • Detailed working knowledge of federal, state, and local occupational safety industry regulations and guidelines (OSHA, EPA, L&I, other)

  • Must have the ability to plan, prioritize, and complete multiple priorities.
  • Ability to self-lead work tasks to completion.
  • Must be able to work well in a team environment but also have the ability to work independently.
  • Must have strong employee training development and presentation skills.
  • Flexibility is key in this role as priorities change quickly. Must be able to move between tasks and projects on short notice and quickly change priorities based on customer and department needs, while meeting project deadlines.
  • Ability to work flexible hours
  • Ability to climb ladders to work platforms, climb stairs to other work areas. Lifting of moderately heavy items such as test equipment or materials.



Minimum Education and Experience Requirements:




  • Bachelor's Degree in Occupational/Industrial safety, Safety Engineering, Human Factors or other EHS related field preferred. Equivalent related work experience will be considered
  • Preference for 4 years of experience in a manufacturing environment related to EHS program management
  • Preference for food, food-related or consumer package goods experience
  • Experience in Safety Management System (VPP, OHSAS 18001, ANSI Z10) is a plus
