SUMMARY OF DUTIES:

This position is accountable for cost-effective sourcing and contracting for assignments of medium to high complexity. Responsible for managing contracts and supplier relationships, developing or supporting commodity strategies, performing supplier capability assessments, negotiations, award and administration of construction contracts, and additional projects as assigned. Must be able to negotiate contract terms and conditions and understand comprehensive scopes of work.

ESSENTIAL FUNCTIONS:

* Provides purchasing services for Amtrak business units, including solicitation, negotiation of contract pricing, contractual terms and conditions of purchase, performing cost or price analyses, development of sources of supply, and the ongoing management of strategic suppliers.

* Serves as an interface to business units and management for the sourcing function and responsible for managing procurement projects assigned. Assists business units in finalizing Statements of Work, as necessary.

* Recruits, maintains, and manages suppliers with focus on total cost improvements while maintaining the highest code of ethics and conduct.

* Negotiates Construction contracts involving variable costs and non-standard terms and conditions. Prepares and administers contracts that are financially and legally sound to ensure enforcement of contractual requirements and Amtrak's policies and procedures in concert with Federal Procurement Regulations and/or the Uniform Commercial Code whichever is applicable

* Partners with other Procurement and Logistics functions including Planning, Procurement, Business Improvement, and Law.

MINIMUM QUALIFICATIONS:

* BS in Business Administration or related field plus 3 years of relevant experience. Or, a minimum of 7 years of relevant experience in lieu of a bachelor's degree.

* Must possess knowledge of strategic sourcing concepts, procure-to-pay processes, types of procurement contracts, commodity pricing, market trends, quality standards, sources of supply (including minority firms), negotiation techniques, value analysis and other cost savings methods.

* Experience in purchasing or materials planning or related fields.

* Proven track record of improving business processes and delivering measurable results.

* Effectively works under a matrix management structure.

* Ability to analyze strategic options and their direct potentials and indirect impact on the organization.

* Must be able to work and communicate effectively in writing and verbally with all levels of the company and suppliers.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

* Expertise in business acumen, financial and analytical acumen, written and verbal communication, presentation skills, and implementation and execution.

* Expertise in ERP system and Procure-to-Pay processes

* Written and verbal communication skills sufficient to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications.

* Self-starter with good analytical skills and common sense to problem solving.

* Demonstrate ability to learn new tasks in order to maintain effectiveness in position.

* Must be detailed oriented and disciplined to ensure project completion and effective follow-through.

* Ability to work in a fast-paced environment with frequently changing priorities.

PREFERRED QUALIFICATIONS:

* BS in Business Administration or related field plus 5 years of relevant experience

* Certified Purchasing Manager (CPM)

* Experience in construction, construction services & architecture and engineering; market expertise and supplier management skills.

* Project management experience.

* Experience in SAP/Ariba

* Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.

Working Conditions:

* Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.

* Frequently handles multiple projects simultaneously.

* Subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).

* Works daily in the SAP and integrated Ariba system.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

PAY TRANSPARENCY:

The salary/hourly range is$78,600-$101,844.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
