Primary Purpose

The Sr., Shared Services Specialist, a member of the Shared Services department, will have primary responsibility for managing and facilitating the internal appeal process, unemployment appeal process, leave management process, and Americans with Disabilities Act ("ADA") accommodations process for all business units within Parkland Health & Hospital System ("Parkland"). The Sr., Shared Services Specialist will also undertake tasks for the Office of Talent Management ("OTM") to include monitoring, auditing, and tracking to ensure regulatory compliance, and will partner closely with all functions of OTM to provide operations and transactions support in delivering and maintaining OTM processes and programs.

Minimum Specifications

Education

  • Must have Bachelor's degree in Human Resources, Business Administration, or a related field.

Experience

  • Must have three (3) years of Human Resources experience.
  • Experience in ADAAA or FMLA discipline is a plus.

Certification/Registration/Licensure

Prefer certification in a Human Resources related specialty:

  • Professional Human Resources (PHR)
  • Society for Human Resource Management Certified Professional (SHRM-CP)
  • Senior Professional in Human Resources (SPHR)
  • Society for Human Resource Management Senior Certified Professional (SHRM-SCP)

Skills or Special Abilities

  • Strong knowledge of HR related practices, policies, procedures, and employment related laws and regulations, specifically related to leave requirements, and other legal protections afforded by the FMLA and ADAAA.
  • Detailed-oriented with strong organizational and time management skills and ability to effectively prioritize daily tasks and projects.
  • Strong oral and written communication skills and interpersonal skills. Able to communicate thoughts, ideas, information and messages with clear language, style organization and format appropriate to the subject matter, purpose, and audience.
  • Capable of managing conversations and data with sensitivity and the ability to respond to confidential information with objectivity and discretion.
  • Sound judgment and decision-making as it relates to day-to-day matters that arise.
  • Must demonstrate a proactive, can-do, service-oriented manner and ability to deal effectively with a diverse and demanding client base.
  • Assertive self-starter and independent thinker with the ability to work effectively in team environment.
  • Proficiency with technology, including MS Office, and HRIS workplace systems.

Responsibilities

  1. Manages the internal employee appeal process, including serving as point of contact for appeals, to ensure effectiveness and efficiency; and serving as the facilitator and Committee Chair on all Step 1 and 2 Appeals.
  2. Manages the unemployment appeal process, serving as point of contact for unemployment Third Party Administrator (TPA) and interacts as needed with representatives from the Texas Workforce Commission on unemployment matters on behalf of Parkland Health & Hospital System and the Office of Talent Management.
  3. Partners closely with Leave Management TPA, Legal Affairs, Occupational Health, Talent Management Business Partners (TMBPs), Parkland leaders, and impacted employees on all ADAAA leave cases. Facilitates routine meetings with appropriate staff to review status of ADAAA claims and return to work status.
  4. Processes and manages appropriate documentation for new hire transactions, and existing employee changes (e.g., I-9, license, and certification, leave management, job abandonment, sanction screening). Monitors, tracks, and audits on an ongoing basis, and follows up with Legal Affairs, TMBPs, Parkland leaders, and impacted employees to ensure compliance with regulatory requirements; and partners with TMBP on appropriate disciplinary action, if needed.
  5. Serves as primary escalation point, independently responding to and resolving Tier 2 OTM related inquiries, related to OTM policies and procedures. Escalates questions and concerns to the appropriate OTM centers of expertise.
  6. In partnership with the TMBP conduct exit survey interviews for exiting staff level employees, and provide research, documentation, and analytical support to help resolve and address workplace environment related investigations.
  7. Ensures efficiency of service center operations, technology, and transaction processes. Leads special projects related to the effective HRIS administration. Serves as resource on PeopleSoft and Service Now projects that involve implementation, testing, quality assurance, and issue resolution to ensure automated systems include employee information, data tables are organized effectively, and employee data is maintained efficiently.
  8. Performs tasks in support of OTM processes including, but not limited to interim pay processing, merit processing, reorganization change, and quarterly work status processing.
  9. Serves as a resource for the HR file review and securing appropriate HR documentation in response to all regulatory agency inquiries.
  10. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  11. Stays abreast of the latest developments, advancements, and trends in the field of Human Resources by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  12. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Office of Talent Management area. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.

Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
