About the Position Are you an experienced HUD or Compliance professional? Do you excel at project management and compliance both? Do you have a knack at coordinating multiple agencies and oversight of federal programs? This position will administer the Housing and Community Development Division's allotment of federal American Rescue Plan Act (ARPA), HOME Investment Partnerships Program American Rescue Plan funding (HOME-ARP), and/or other funding sources specifically designed to create new affordable housing units throughout Maricopa County. This position will work with to ensure project implementation and ongoing long-term compliance. This position will perform all aspects of project management and compliance, including planning, coordinating, organizing, and administering affordable housing projects The position will manage the HCD loan portfolio, develop monitoring plans and complete ongoing and long-term monitoring for these projects. We Require
One year of experience working with contract administration and community development and/or housing project implementation Bachelor's degree in public administration, business administration, social services, or a closely related field Must possess or have the ability to obtain a valid Arizona driver's license at the time of hire Must possess or have the ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card

Job Contributions
Coordinate, organize, administer, and audit the development, management, administration, and implementation of multiple funding sources associated with affordable housing and community development projects Establish and implement systems and tools to successfully track and monitor ARPA, HOME, or other federal grant funds, including performance metrics, compliance, portfolio management, and long-term monitoring of projects Participate in the design criteria, request for proposal (RFP), contract negotiation, administering of contract standards, underwriting and cost analysis, and development of contract documents Administer sub-recipient and vendor contracts, including processing monthly expenditure reimbursements and monitoring outputs/outcomes Provide technical assistance to partners, ensure contract compliance, and maintain deadlines of sub-recipient or developer agreements Serve as monitoring program lead for Division's ARPA, HOME, or other affordable housing contracts and activities including performing Housing Quality Standards (HQS) inspections, financial feasibility tests, tenant file reviews and other monitoring aspects Complete expenditure analyses and track monthly program performance, present findings to internal staff to inform business decisions Conduct public policy research and write reports, briefings, fact sheets, correspondence, and various other documents for internal and external stakeholders Coordinate planning and performance reporting activities with appropriate agencies, which may include sub-recipients; consultants; relevant state, local, and federal agencies; County departments; and non-profit and for-profit agencies Collect and analyze relevant data and assist with preparing complex reports to federal agencies and close-out documents for contracts; perform data input into HUD's Integrated Disbursement and Information System (IDIS) Develop and maintain an asset and loan portfolio system and a monitoring plan for on-going and long-term monitoring or affordable housing projects
Working Conditions
Work is routinely performed in an office environment, which may require long periods of sitting, reading, and typing Requires travel to program sites throughout Maricopa County The position requires travel to and from various county, client, and contractor locations during a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles used on County business.
