Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. SUMMARY:

The Enterprise Project Manager II (EPM II) is responsible for planning, implementing, monitoring and controlling, and closing CCC's Enterprise Projects - which are typically CCC's largest and most complex strategic projects. The EPM II brings CCC's highest level of project management knowledge and experience to these projects. Additionally, the EPM II may plan and integrate multiple projects that are related in goals, scope, timing, and dependencies.

The EPM II often serves as the lead project manager on Enterprise Projects with more than one project manager or similar role also working on the project. In this capacity, the EPM II integrates and coordinates the full range of workstreams and project subcomponents on which a different project manager may be involved in. At times the EPM II will oversee a Project Coordinator who will work at their direction during the project.

As CCC's most knowledgeable and experienced project manager the EPM II plays a key role in developing and documenting best practices and advising other project managers both within the Enterprise Project Management Office and throughout CCC in instances when project management coaching and advising is beneficial.

ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Plan and implement assigned projects:


  • Lead process to define project goals, objectives, scope, and deliverables.
  • Lead process to define schedule, critical path and/or key dependencies.
  • Define workstreams and structure for advancing the project.
  • Choose best project management method / way of working for the specific project.
  • Assess the level of resources and capacity impact of projects. Work collaboratively to ensure administrative departments (Finance, Risk, Compliance, Legal, HR, and Training) have adequate resources to support projects.
  • Assemble and manage project teams, build coalitions and consensus, and provide support and mentorship to team members to achieve objectives of project.
  • Design and facilitate project kickoff, work sessions, and other formal engagements that are customary to CCC's project management practices.
  • Create, maintain, and effectively use project tools and techniques including those related to risk, communication, and stakeholder engagement.


  • Monitor and Control projects:


  • Monitor and report on project progress, risks and mitigation, key decisions needed, next steps, and other information important to keeping Executive Sponsors, Business Owners, and other stakeholders aligned and the project advancing as intended.
  • Evaluate and assess results of projects.
  • Under the direction of supervisor, manage project budgets and resource allocation.


  • Close projects:


  • Ensure project scope is completed as chartered.
  • Ensure reports, contracts, and other related artifacts are competed and/or responsibility transferred.
  • Ensure project documents are finalized, saved, and organized for ease of future reference.


  • Provide subject matter expertise to the development of project management best practice ways of working and artifacts.
  • Consult and coach on project practices and tools; and advise other project managers and non project managers on approaches to successfully advance projects.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Participate in professional development activities and attend all required trainings in a timely manner.

SKILLS AND ABILITIES



  • Advanced theoretical and practical project management knowledge, including comprehensive understanding of the Project Management Life Cycle. Demonstrated skills in:


  • Project identification or initiation
  • Project preparation and planning
  • Project execution and control
  • Project completion and assessment


  • Strong ability to apply a variety of project management techniques and tools, including use of various project management and project management adjacent software.
  • Excellent computer skills and high proficiency in Microsoft Office Suite.
  • Strong ability to design and facilitate effective engagements for in-person, virtual-only, and hybrid work sessions.
  • Strong business acumen related to the interconnection between strategy, planning, projects, operations; as well as the various organizational designs and functions that define the project management environment.
  • Critical thinking and problem solving. Experience in strategic planning, risk management and/or change management. Demonstrated business and financial analysis skills.
  • Excellent leadership capabilities with ability to understand and respond appropriately to the needs of stakeholders.
  • Ability to manage time and meet deadlines. Ability to conduct job responsibilities independently as well as in a highly collaborative management model.
  • Ability to conduct job responsibilities in a constantly changing financial, regulatory and service environment.
  • Detail-oriented, with ability to maintain accurate records and necessary paperwork.
  • Ability to effectively communicate and establish and maintain good working relationships across diverse stakeholders.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods. Ability to work in busy environment setting where people may be hostile or abusive.
  • Ability to communicate clearly, concisely and courteously, both orally and in writing, with the general public, clients, patients, medical personnel and co-workers.
  • Sound decision-making skills and excellent professional judgment, including ability to handle sensitive and confidential information on a daily and ongoing basis.
  • Ability to maintain accurate records and necessary paperwork.
  • Ability to maintain highest standards of confidentiality with regard to patient/client information as well as operational and clinical information.
  • Ability to learn and apply training instruction.
  • Experience with office machines (fax, photocopier, phone systems) required.


MINIMUM QUALIFICATIONS:



  • Bachelor's degree in health services, business, finance, human resources, public administration, or related field required, or equivalent combination of education and work experience required.
  • Minimum of five (5) years of formal or structured progressively responsible project management experience in a complex health care or housing organization.
  • Project Management Professional (PMP), Program Management Professional (PgMP), Disciplined Agile, applicable SAFe certification, or other similar certification strongly preferred.
  • Minimum of five years of progressively responsible project management experience in a complex health care or housing organization.
  • Must pass a pre-employment drug screen, TB test, and background check.

Salary: $101,025.60-$131,331.20
