Great Hill is seeking a Program Manager / Task Manager / Test Planner professional in Suffolk, Virginia. This role involves overseeing contract deliverables, coordinating with the COR and ART Director, and leading test planning efforts. Candidates will develop and execute detailed test plans, write Concept of Operations (CONOPS) and Tactics, Techniques, and Procedures (TTPs), and deliver actionable reports that drive the success of assured communication projects in disrupted and limited bandwidth environments. A Secret clearance and expertise in test planning, project management, and operational coordination are required.

This position offers the opportunity to work with classified data, develop innovative solutions for national security challenges, and contribute to mission-critical projects in a collaborative environment. Applicants must demonstrate strong leadership, organizational skills, and a commitment to delivering high-quality test plans and reports that address evolving operational needs.

Required Skills:



  • Experience providing overall management of a contract team, coordinating directly with the COR and the ART Director to assign tasks ensuring completion of contract deliverables in accordance with the Performance Work Statement.
  • Experience overseeing test planning efforts, to include developing test concept, test scenarios, test products, writing program test plans, and developing detailed test plans, and writing final reports.
  • Experience writing Concept of Operations (CONOPS) or Tactics, Techniques, and Procedures (TTP).
  • Expertise in test planning, scenarios, products, and detailed plans.
  • Requires 6+ years in test project management and T&E execution
  • CONUS and OCONUS travel may be required


Desired Skills:



  • Experience with Joint Test & Evaluation (JT&E) or operational testing.


Security Clearance:



  • Active Secret clearance required
