Job Summary:
The University of Wisconsin-Madison's Office of Research and Sponsored Programs (RSP) is responsible for administration of the extramural research grants and contracts to the University of Wisconsin-Madison and the University of Wisconsin-System. RSP currently manages an open portfolio of over $4 Billion with annual awards over $1 Billion.
Under the direction of the RSP Director of Strategic Support, the Associate Vice Chancellor for Research Administration, and others, the SPGC Compliance Manager will interpret federal policy and develop university policy and procedures in relation to institutional research administration and research compliance. The position will analyze and synthesize federal policy information regarding a wide variety of issues and developments in policy and research. The position will work with and learn from national university organizations regarding interpretations of and best practices related to national policy issues. When opportunities for public comment to federal agencies arise related to research administration, this position will assist in developing and coordinating responses to federal agencies.
The position will review, monitor, and evaluate federal policies and regulations as an aid to management decision making. The position will be responsible for assessing current UW-Madison policies and practices against national policies and regulations, and advising RSP leadership and the campus research community on necessary changes in policy and practice.
The position will develop institution-wide initiatives to prevent, detect, and respond appropriately to research administration compliance risks, as well as recommend tools and approaches necessary to promote and encourage such compliance. A critical component of this position is to work collaboratively with faculty, Office of Research Policy and Integrity, Office of Legal Affairs, RSP leadership, and other stakeholders by developing and implementing communication strategies regarding relevant issues.
Other responsibilities may include working with faculty and staff on the application of sponsor and university policies to specific research activities; participating in faculty and staff committees, subcommittees, or special project working groups; or working with the RSP Leadership Team on strategic planning and process improvement efforts.
Responsibilities:
Oversees and carries out compliance activities related to research at a program, department, divisional, or institutional level. Develops and executes the implementation of operations to ensure compliance with regulatory requirements.
- 20% Develops, implements, and evaluates policies and procedures related to compliance with federal, state, local, and/or university regulations
- 20% Assists principal investigators, researchers, administrative staff, leadership, and others to ensure institutional compliance with applicable regulations
- 20% Ensures institutional compliance related, but not limited to: audit coordination, conflict of interest, intellectual property, and institutional review boards, export controls, effort, or other policies
- 20% Serves as a key resource to campus regarding research administration compliance areas and may supervise staff
- 20% Works with national organizations on regulatory and policy issues impacting research administration.

Qualifications:
Well-qualified applicants will have the following preferred experience: -At least 5 years' experience in research administration or federal policy analysis, preferably in a university setting. -Knowledge of applicable University, State, Federal and Non-Federal sponsor fiscal and administrative rules, regulations and procedures, including Federal 2 CFR Part 200, funding agency terms and conditions, Code of Federal Regulations, and Research Terms and Conditions as they relate to sponsored programs. -Knowledge of University of Wisconsin-Madison and University of Wisconsin System policies for soliciting and administering extramural support. -Knowledge of overall regulatory environment including administrative and financial compliance with respect to the conduct of grants, cooperative agreements and contracts. -Ability to read and analyze dense legal or regulatory material, including the application of policy issues to specific situations. -Ability to work effectively in a collaborative, collegial team environment that will include close work with faculty, academic and classified staff, University leadership, and external sponsors. -Excellent written and oral communication techniques including presentational skills. -Excellent problem-solving, interpersonal, written, and organizational skills required. -Project management experience is advantageous.

Salary:
Minimum $75,000 ANNUAL (12 months) Depending on Qualifications The starting salary for this position is $75,000 but is negotiable based on experience and qualifications.
