The Project Manager
position supports the U.S. Navy in the Groton, CT area with potential travel to Orlando, FL; Norfolk, VA; Bangor, WA; San Diego, CA; Portsmouth, NH.
Job Summary
The
Program/Project Manager will oversee and coordinate efforts to support federal government programs, particularly those involving the U.S. Navy or Department of Defense. This role entails full lifecycle management of complex programs, ensuring all tasks and deliverables are executed efficiently, align with client objectives, and adhere to contractual, regulatory, and quality standards. The manager will act as the primary interface between the client, subcontractors, and internal teams, ensuring seamless communication and alignment of program goals. Responsibilities include strategic planning, resource allocation, risk management, and financial oversight to deliver high-quality outcomes on time and within budget. This role requires a proactive approach to problem-solving, a strong ability to navigate federal acquisition processes, and a commitment to maintaining compliance with all applicable federal regulations and requirements.
Key Responsibilities
- Lead and manage day-to-day project operations.
- Serve as the primary liaison with the Government and senior company management.
- Oversee all aspects of task order performance, including scope, schedule, budget, and resource allocation.
- Provide technical and managerial direction to the project team, ensuring successful delivery of program requirements.
- Ensure all deliverables meet the quality standards specified in the Performance Work Statement (PWS).
- Maintain compliance with Navy and Department of Defense (DoD) regulations, including information security and operations security (OPSEC).
- Develop, implement, and maintain risk management and mitigation strategies.
- Prepare and deliver progress reports, briefings, and presentations to stakeholders.
- Monitor program financials and ensure cost control.
- Lead team meetings, reviews, and planning sessions to align project goals with program objectives.
Qualifications
Required:
- Bachelor's degree in a technical or managerial discipline; Master's degree preferred.
- Minimum of 10 years of experience in program/project management, preferably within the DoD or Navy environment.
- Proven track record of managing large-scale, multi-year projects successfully.
- Familiarity with naval training initiatives is a plus.
- Demonstrated ability to interface effectively with senior government officials and company leadership.
- Strong knowledge of DoD policies, procedures, and standards.
Desired:
- Experience managing geographically dispersed teams.
- Knowledge of cybersecurity and information assurance (IA) requirements as outlined in DFARS 252.239-7001 and DOD 8570.01-M.
- Understanding of NAVSEA and submarine fleet readiness initiatives.
- PMP certification or equivalent preferred.
