Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

The Civil Engineering Specialist offers a unique opportunity to gain diverse work experience and develop both office and field skills. You will be part of a contract service group that supports the Maricopa County Department of Transportation Operations division and other divisions throughout the department. The role will provide a broader understanding of procurement contracts dealing with vendors and contractors. Furthermore, the position will significantly impact the department by providing safer and cleaner roadways for Maricopa County.

We Require

  • Four years experience in field survey, computer-aided drafting, engineering design, land surveying, roadway maintenance, construction management, contract management, public administration, or related engineering technician duties

  • Associate's degree or two years of college coursework in engineering, engineering technology, technical computer-assisted drafting, land surveying, construction management, public administration, or another related field relevant to the area of assignment

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

Job Contributions

  • Receive objectives, requirements, and design approaches from supervisor or engineer and manage daily activities of projects through assigned vendors and contractors for operation and maintenance projects, including creating and analyzing schedules for efficiency through Cartegraph Work Orders.

  • Prepare reports, compile, compute, calculate, review, coordinate, and analyze a variety of complex engineering/transportation management engineering data to determine requirements to meet engineering objectives

  • Maintain and update Roadway Maintenance databases, including document files, tracking work and associate resources, and process invoices and purchase orders

  • Ensure that all invoicing is prepared for payment and contractors are managed for the fiscal year budget

  • Investigate special requests for information and make recommendations on procedures and project activities. This includes traffic control plan design and approvals as well as horticulture design

  • Maintain and update Road Maintenance computer and document files, tracking systems, and databases as needed; assure the accuracy of the records and files

  • Conduct Road Maintenance, land, and right-of-way research by inspecting project sites and reports and compiling, interpreting, analyzing, and calculating field data; examine project plans for technical accuracy and compliance with design standards and County policy

  • Act in a lead capacity to department support staff and junior technicians in providing training, coaching, and/or mentoring as needed

  • Manage projects as assigned; analyze findings and prepare and present reports and research engineering records and methods while recommending solutions

  • Maintain project files; write technical documents and reports; make technical estimates of a specialized nature in connection with various projects

  • Provide training and guidance to other staff on technical approaches

  • Prepare exhibits, charts, maps, visual aids, and presentation materials

  • Perform other duties as assigned

Working Conditions

  • This position requires the employee to be in the office/field or customer-facing for all hours worked

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly or requires walking or standing to a significant degree

  • Incumbent may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration

  • Incumbent may be subjected to moving mechanical parts, vibrations, fumes, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel

  • The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: Fumes, odors, dust, mists, gases, or poor ventilation
