Overview Under the general supervision of the General Manager O&R Gas Operations, provides overall leadership and direction for the Gas Damage Prevention Department and Gas Compliance Department at Orange & Rockland. Plans, directs and controls the Company-wide Damage Prevention program in order to ensure protection of underground infrastructure. Ensures that Gas Operations is following Federal, State and local codes as well as Company work procedures, specifications, and environmental and safety procedures, and appropriate industry standards. This position is responsible for providing daily oversight to facilitate the necessary due diligence and mandatory compliance-related activities for all of Gas Operations, and for the development, implementation, and maintenance of the required documentation and evidence for reporting and audit purposes.

Core Responsibilities
- Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.
- Is committed to the Way We Work Principles, and adheres to the Companys Standards of Business Conduct and other Company procedures including Environmental, Health and Safety (EH&S), Equal Employment Opportunity (EEO), discipline, and security.
- Acts as the Gas Operations liaison with Public Service Commission and QA Staff before, during and after operational audits. Provide requested documentation, assist in the preparation of Company responses and participate in various pre-audit and exit meetings as required.
- Develops meaningful recommendations and ensure that required follow-ups are managed appropriately and meet the stipulated time frames.
- Monitors the QA Action Tracking System to ensure that Gas Operations is in compliance with required follow-ups and is addressing the various management concerns that have been identified in operational audits.
- Oversees the activities of the Damage Prevention Locating Department and various contractors who perform locating work, damage prevention inspections and engage the excavator community.
- Develops outreach and education programs to increase public awareness of safe digging practices.
- Must be available to respond to gas emergencies on a 24/7 basis. During emergencies, will supply and direct necessary resources and interface with the Gas Emergency Response Center (GERC) as necessary.
- Works closely with Dig Safely groups in NY and NJ to develop programs to promote safe digging practices, in an effort to improve public safety.
- Ensures compliance with operating, housekeeping, and safety procedures which will provide for employee safety and welfare.
- Develops, implements, monitors, and modifies plans, programs, procedures, and work practices to improve the performance of the section without compromising safety or system integrity and reliability.
- Develops, monitors, and manages capital, operating and maintenance, and human resource budgets. Evaluates procedures, practices, and operations that will improve performance of the system at existing or lower expenditures.
- Ensures compliance with Company & gas procedures, policies, specifications and all applicable regulatory codes. Monitors adherence to government and regulatory requirements and provides liaison with their representatives.
- Establishes meaningful goals and objectives. Actively seeks methods to increase customer satisfaction and improve the Companys public image.
- Ensures conformity with Company policy, employee relations practices, labor agreements, and legal requirements, etc., in such a manner that effectively ensures that cooperation, harmonious employee relations, and employee performance goals will be achieved.
- Participates in the development and preparation of forecasts, budgets, plans, specifications, and other matters; seeing that prompt reports are made as necessary.
- Promotes the development of others and provides for employee training and mentoring. Provides opportunities that support diversity, equity, and inclusion in the workforce.
- Provides a positive employee relations atmosphere through the proper and effective administration of the Companys policies, procedures, and practices including, but not limited to, compensation, training, motivation, counseling, performance appraisal, discipline, security, substance abuse, EEO, and Safety and Environmental policies.
- The position is 5 days a week in the office and field. Must be willing and able to travel to and within the O&R/CECONY service territory and to other Company facilities as required.
- Participates in the Companys emergency management processes and storm plans.
- Perform other related duties as required.
Qualifications
Required Education/Experience
- Bachelor's Degree and 8 years managerial/supervisory experience in the engineering, construction, operation or maintenance of the gas, steam or electric transmission/distribution system and
- Master's Degree and 6 years experience in the management processes of planning, budgeting, and directing workforce and associated resources
Relevant Work Experience
- 5 years of managerial/supervisory experience in the engineering, construction, operation or maintenance of the gas, steam or electric transmission/distribution system, required.
- 8 years of experience in the management processes of planning, budgeting, and directing workforce and associated resources, required.
- Must possess proven leadership qualities/skills, a high work ethic, the ability to motivate people, and be dedicated to the Corporate Mission and Values is required.
- Must have extensive knowledge of environmental laws and regulations, OSHA rules and regulations for construction to ensure environmental, health, and safety compliance is required.
- Must demonstrate a deep understanding and appreciation for matters relating to compliance, required.
- Must be able to exercise independent judgment and render sound business decisions is required.
- Must have experience in investigative report writing and demonstrated excellent presentation skills, required.
- Must be well organized, detail-oriented, flexible to handle multiple assignments, meet deadlines, and committed to providing exemplary customer service. Able to evaluate, prioritize, and respond to rapidly changing conditions is required.
- Must be articulate, have a professional demeanor, and be comfortable dealing with all levels of management, regulatory agencies, union personnel, customers, and contractors, required.
- Computer literacy with proficiency in Microsoft Office Applications is required.
