We are seeking a motivated and detail-oriented Military Education Subject Matter Expert (SME) to join our team, with a focus on supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) in the area of Force Education and Training (FE&T). The selected individual will play a pivotal role in assisting with training, military education, program advisory, policy development, analysis, and mission support services. In addition, the role will encompass Management Analysis consisting of conducting organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
Responsibilities
The role of a Military Education Subject Matter Expert (SME) supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) encompasses several key areas of responsibility: Research and Analysis
- Conduct research on legislative updates, administrative changes, and evolving policies to assess their implications on military education programs and requirements, providing actionable recommendations to ensure compliance and alignment with DoD objectives.
- Conduct in-depth research on military education programs, policies, and trends to provide data-driven insights and actionable recommendations.
- Analyze emerging issues in military education to identify challenges and opportunities for improvement.
- Evaluate current policies, training programs, and processes to ensure alignment with DoD objectives and propose enhancements where needed.
- Perform strategic-level research to support decision-making and long-term planning for force readiness and education initiatives.
Policy and Oversight
- Provide expertise in the review, development, and refinement of DoD-level policies related to military education and training.
- Support oversight functions by evaluating compliance with directives, regulations, and strategic goals.
- Collaborate with team members to develop and present policy recommendations to senior leadership, supporting informed decision-making and alignment with strategic objectives
- Collaborate on the development and implementation of long-term strategic plans and initiatives to enhance military education and training systems.
Writing
- Prepare taskers, responses, congressional briefs, and detailed reports, leveraging research and team collaboration to tailor the content to the specific requirements and format of the requested material.
- Adapt writing style and tone to suit different audiences, including senior leadership, congressional stakeholders, and technical teams.
- Collaborate with various teams to produce concise, accurate, and impactful written communications, effectively distilling complex information into digestible formats.
- Demonstrate flexibility in writing approaches to respond to evolving priorities and audience needs.
Educational and Training Support
- Provide input on educational and training initiatives, including reviewing and advising on curricula and training materials, using knowledge and experience to offer expertise on military education programs and initiatives.
- Support strategic efforts to enhance educational systems and processes across DoD.
Collaboration and Coordination
- Work effectively with a wide range of stakeholders, including high-ranking officials, senior leadership, and highly educated individuals (e.g., those with advanced degrees or PhDs).
- Facilitate productive communication and collaboration with OUSD(P&R), OASD(R), Joint and Service staffs, Combatant Commands (CCMDs), and other DoD components.
- Exhibit adaptability and humility when managing feedback, such as condensing extensive written work into concise formats.
- Coordinate across teams to ensure alignment and consistency in policy development and implementation efforts.
Educational Events Planning and Execution
- Plan, support, and conduct proof of concepts, demonstrations, and educational events for OUSD P&R and its directorates, facilitating practical applications of training programs.
- Provide training on educational systems, processes, policies, and other directives as required by OASD(R), ensuring personnel are well-prepared to execute their duties.
Congressional Representation and Legislative Liaison
- Possess knowledge of congressional procedures, including inquiries, responses, and the legislative process, to effectively represent OASD(R) interests on the congressional floor.
- Handle Government Accountability Office (GAO) reporting requirements and audit processes, ensuring compliance and transparency in military education programs.
- Understand and manage DoD Inspector General reporting requirements and investigative processes, maintaining accountability and integrity within educational initiatives.
Management Analysis
- Conduct evaluations of organizational structures and processes, designing systems and procedures to enhance efficiency and effectiveness within the DoD.
- Prepare comprehensive operations and procedures manuals to assist management in optimizing performance and achieving strategic goals.
* Additional duties as required. Requirements:
- Active Secret Clearance is required, Top Secret (TS) or above is highly desired.
- Minimum Bachelor's Degree in a relevant field of study (higher education, education administration, Business, Accounting, etc.) and certifications (as applicable for the relevant field of study) preferred.
- Advanced Degree, A Master's Degree or higher in a relevant field (e.g., Public Administration, Political Science, Business Administration, higher education, education administration or a technical field, highly desired.
- 10 years of experience in a relevant field, such as military education, professional military education, joint professional military education, government operations, defense policy, or program management.
- Proficiency in Microsoft Office and familiarity with SharePoint, MS Teams, Adobe, and Outlook.
- Knowledge of DoD policies and procedures; including familiarity with DoD directives, instructions, and regulations (highly desired, as these pertain to military education programs).
- Experience with the DoD Correspondence and Task Management System (CATMS) is highly desired, or similar systems, such as TMT or ETMS2.
- Ability to accommodate 25% regional travel.
Knowledge/Skills/Abilities
- Knowledge of congressional processes, to include inquires, responses, and the legislative process.
- Knowledge of GAO reporting and ability to handle (GAO) reporting requirements and audit processes.
- Proficient knowledge and experience in MS office products, MS Teams, Adobe, Outlook (and similar).
- Knowledge of (DoD) Inspector General (IG) Reporting; to include reporting requirements and investigative processes.
- Exceptional written and verbal communication skills, with the ability to adapt tone and style for diverse audiences, including drafting reports, memos, and responses.
- Knowledge (and experience) in curriculum development and evaluation.
- Strong research, analytical and problem-solving skills to assess and respond to complex issues.
- Excellent written and verbal communication skills for drafting reports, memos, and responses.
- Adaptable and fluent in dynamic working environments that involve high ranking/senior leadership individuals with competing project deadlines.
- Ability to work in highly dynamic environment.
- Ability to work on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
