Position Description

This position is responsible for coordinating, monitoring, and evaluating Neighborhood Safety Department initiatives; researching and planning new violence prevention initiatives; grant development; contract management; budget and financial management; community partner relationship development and maintenance; and violence prevention outreach and advocacy.
Working Conditions:
Office and field work.
Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

1. Project Management of contracts related to the Group Violence Prevention and Youth Group Violence Prevention (GVI/YGVI) programs including developing and enforcing contracts, negotiating scopes and budgets, working with city partners to execute contracts, monitoring contracts, scheduling site visits and meetings, informal and formal monitoring and data collection activities, regular check-ins, tracking performance, implementing process improvements, conducting stakeholder engagement and communication, and approving invoices.
2. Provide ongoing technical assistance and training for contracted support and outreach providers. This includes the development of strategic modeling, outreach, and programmatic strategies for violence interventions, assessing the necessity of resources, and procurement of services and resources, training in various violence prevention model.
3. To inform on the ongoing development of the Youth Group Violence Prevention and adult Group Violence Prevention programs (YGVI/GVI), initiative review current and future gang violence trends and its impacts on adolescent youth and the various Minneapolis communities they reside in.
4. To inform the ongoing development of the YGVI/GVI initiative, research is collected and analyzed on national gang violence data, academic literature on gang violence prevention strategies, effects and impacts of gang violence on a community level, and effective implementation of culturally sensitive and responsive programming.
5. Community partner relationship management and technical assistance. This includes cultivating relationships with community-based agencies and non-profit organizations providing knowledge and service on specific violence prevention initiatives.
6. Interfacing and identify Group Violence Prevention (GVI) and YGVI partners, including Minneapolis Police Department, Hennepin County corrections, Hennepin County Juvenile Probation, Minneapolis Public Schools, and other community agencies.
7. Building connections and identify groups to partner with to curb youth gang violence programs. Social Service agencies, Minneapolis Public Schools, career internship programs, etc.
8. Annual request for proposal (RFP) development. Review and analyze the various consultant proposals and oversee funding of RFP.
9. Collect and analyze research about adolescent and youth gang violence, substance use disorder, mental illness, and trauma.
10. Represent the department in public health planning initiatives sessions. Facilitate planning around initiatives designed to improve the health and well-being of people who are impacted by gun and gang violence.
11. Support staffing of department and community advisory committees for ongoing violence prevention initiative planning.
12. Serve on a variety of boards and community coalitions, communicating current initiative activities, advocating for funds, and responses to community health issues, including the GVI executive committee meeting, Minneapolis Health Opioid Addiction Settlement Planning Group, Serve on the Board of Directors for the Minnesota Recovery Connection organization.
13. Identify and propose the development of new partnerships.
14. Manage and expand the referral pathways for both GVI and YGVI strategies.

Required Qualifications

Minimum Education:
Bachelor's Degree in Public Health, Human Services, Biostatistics, Psychology, Social Services, Social Work, Criminal Justice, Youth Studies, Youth Development, Sociology, Community Health, Education, or a closely related field or equivalent experience will be considered as a substitute.
Minimum Experience:
Three or more years of related experience.
Equivalency:
An equivalent combination of education and highly related experience in a similar environment may be considered.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Union Representation
This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (CPE).
Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

1. Experience working in Project Management and community outreach.
2. Experience in working with populations with significant socioeconomic disadvantages, mental health issues, and traumatic life experiences. Understanding of vital resources needed to aid and care for this population.
3. Experience working in high-stress situations with individuals who often experience trauma stemming from gang and gun violence, homelessness, poverty, and other socioeconomic disparities.
4. Ability to work with, partner with, and communicate with individuals from different worldviews, life experiences, cultural backgrounds, and social classes.
5. Excellent communication and research skills,
6. Ability to coordinate and communicate proficiently between initiative partners.
7. Planning and facilitating skills.
8. Contract management and ability to identify and address the initiative's needs.
