Position Description

*Applications are restricted to current City of Minneapolis employees in the Public Works Department* Supervise, participate in, and coordinate the work of the City's solid waste/recycling collection crews, and monitor private contract collections, and resolve collection problems.

Job Duties and Responsibilities
-
- Participate in and coordinate the work of Solid Waste and Recycling Crews.
Supervise, and coordinate and dispatch personnel and equipment for timely collections. - Monitor City and private contract crews to correct collection problems and ensure contract compliance.
- Evaluate and resolve collection complaints and problems received from residents, the City Council and Mayor's Office.
- Advise and educate residents on services provided by the department.
- Assist disposal contractors with operational problems.
- Implement new solid waste/recycling programs.
- Perform feasibility and time studies on collection problems and analyze and restructure routes as need.
- Supervise staff, including participation in the work, responsibility for appraisal, and setting objectives and goals.
- Monitor performance and recommend additional training or discipline to the general foreman when appropriate.
- Approve weekly payroll.
- Investigate all accidents and injuries, submit a report with findings to the General Foreman, with all supporting documentation.
- Oversee daily pre-trip inspections, and crew out sessions to ensure procedures are followed.
- Facilitate weekly safety meetings ensuring a clear and consistent message
- Coordinate covert collections for ongoing police investigations
- Evaluate "dirty yard" authorizations with Inspections Department representatives to determine feasibility and equipment needed for clean up.
- Meet with elderly and disabled residents to evaluate and determine special collection point needs.
- Check all equipment daily for damage and wear to cab, packer and cart flippers.
- Direct operations of the transfer facility to ensure compliance with safety rules and to maintain an efficient operation.
- Weigh and record all solid waste and recyclables collected, all information gathered from water billing, inspection, cart replacement and repair, etc. into the computer.

Required Qualifications

MINIMUM EDUCATION High School Diploma or GED MINIMUM EXPERIENCE Three years of experience in Solid Waste and Recycling LICENSES / CERTIFICATIONS Valid Commercial Driver's License Class A BACKGROUND CHECK: The City has determined that a criminal background check, and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
SELECTION PROCESS: The examination/selection process for this position may consist of a rating of training and experience and/or written examination or an oral examination (100%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental application and other support documentation/materials as is possible. Minimum passing score 80.00. At each step of the selection process, the department reserves the right to limit the number of applicants to be tested. UNION REPRESENTATION: This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Foremen's Association.
ELIGIBLE LIST STATEMENT:
The names of the applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

* Full working knowledge of all solid waste/recycling equipment (packers, flatbed trucks, trailers, dump trucks, loaders, sweepers, lift gates, weight scale etc.). * Knowledge of departmental policies, procedures, rules. * Knowledge of City Ordinances governing garbage/trash collection and recycling. * Knowledge of hazards and proper safety precautions of the work. * Ability to plan, organize and supervise the work of subordinates. * Ability to maintain accurate records and prepare concise reports. WORKING CONDITIONS
Office and Field work entailing exposure to weather and some heavy lifting

PHYSICAL REQUIREMENTS
Some heavy physical labor in participating in the work of the Solid Waste and recycling Division
