About the Mission You Will Join:
We are seeking a highly skilled BPA Program Manager to support the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO). In this role, you will oversee and manage critical program and project activities, employing advanced methodologies to ensure mission success.
Your Impact to the Mission:
You will play a key role in enabling DHS's digital transformation, delivering high-quality solutions that align with federal standards and drive innovation. In this BPA Program Manager role, you will have the opportunity to:
  • Provide the ability to manage projects that are at varying phases of the project lifecycle (e.g., project initiation or maintenance).
  • Ensure the team delivers agile development artifacts, which will include Project Sprint/Product/Release Backlogs, Burn-downs/ups, Team Velocity, User Story Acceptance Criteria, User Story Estimation, Sprint Review, Definition of Done, and Release Retrospective.
  • Provide recommendations and process for implementing improvements.
  • Develop and manage project performance, including integrated project schedules, and plans using Microsoft Project and kept in sync with Maestro JIRA (JIRA) and Maestro Confluence (Confluence).
  • Manage and monitor projects with transparency with schedule, budget, and quality reviews.
  • Perform risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues where appropriate.
  • Maintain project scope in accordance with industry standard project management best practices.
  • Ensure the project adheres to DHS standards, methodology, and compliance requirements.
  • Interface with key stakeholders as defined by the Government.
  • Follow configuration best practices and OCIO guidelines to ensure proper management and configuration control of project documentation and source code.
  • Deliver defined reports per the schedule agreed to by the Government and, where applicable, ad-hoc reports.
  • Coordinate closely with the assigned Federal functional team leader; ensuring functional support activities are prioritized.
  • Work closely with managers and all other team members to plan, manage, and deliver releases.
  • Participate in required meetings for project status, governance, and demonstrations.
  • Facilitate activities through training, testing, go-live, and post go-live support.
Experience Needed to Be Successful:
  • Excellent written and oral communication skills and the ability to interact and be involved with
  • client negotiations and interfacing with senior and executive management.
  • Experience leading and collaborating with technical teams of diverse IT related skill sets.
  • Expert in developing IT roadmap and strategies, performing risk management, and identifying
  • and implementing program efficiencies.
  • Proven track record of successfully delivering complex IT projects on time and within budget.
  • Employing a comprehensive project management approach following the Project Management Body of Knowledge (PMBOK), which will include development and oversight of project schedules and key management plans for Government review and approval.
  • Skilled in facilitating Government project teams and key stakeholders to gain consensus on key project parameters, including scope, resource requirements, project plans, and schedule dependencies.
  • Ensuring that scope, performance expectations, and resource requirements are clear, well-defined and thoroughly documented.
  • Expertise with Agile project management methodology to enrich traditional project management methodologies to allow for collaboration in an integrated project team environment.
  • Experience promoting adaptive planning, evolutionary development and delivery, in a time-boxed iterative approach, and encourage rapid and flexible response to change using the Agile methodology.
  • Demonstrated expertise in PMBOK and Agile methodologies.
  • Proficiency with project management tools, including Microsoft Project, JIRA, and Confluence.
  • Strong ability to manage multiple projects at various lifecycle stages, ensuring adherence to federal standards and compliance requirements.
  • Excellent communication, facilitation, and stakeholder management skills.
  • Experience in risk management, performance tracking, and process improvement.
Desired Qualifications and Experience:
  • Experience supporting DHS - preferably HQ or CBP
  • Experience managing an IDIQ or BPA of $40M or greater
  • Experience: broad range IT and program support services - digital transformation
  • Familiarity with federal IT standards, compliance frameworks, and security requirements.
Basic Qualifiers:
  • Education Requirement: Bachelor's degree or higher in Computer Science, Business Administration Science, Mathematics, or Engineering, or related fields
  • Can Additional Years of Experience Substitute for Degree? No
  • Desired Certification(s):Certification in Project Management Professional (PMP) and Agile Methodology Certification
  • Minimum Years of Overall Experience:15
  • Minimum Years of Specific Experience in Field:15
  • Minimum Clearance to Start: Top Secret
  • Work Status Allowable: US Citizen
