In the role of Project Controls Manager, we'll count on you to:

  • Provide support with development, monitoring, and execution of constructability/biddability reviews, construction schedule, schedule impact analysis, contract change/work order, project risk analysis, NOI/claims analysis and coordination, project records and contract administration, and other assigned elements by Area Construction Engineer or designee.
  • Partner with designers, contractors, inspectors and other third-party entities to proactively identify, communicate and resolve scope and pricing variances
  • Establish a procedural framework for preparing, reporting and reconciling variances, including developing and/or enhancing reporting procedures and tools
  • Manage and enforce adherence to project controls practices and procedures, including change management and records management
  • Develop and monitor key performance indicators and report to project and program staff and client
  • Proactively seek collaboration and cooperation
  • Set up and lead coordination meetings
  • Review project change documentation and ensure compliance with change procedures and contract specifications
    Establish project schedules, forecast and cost controls procedures


  • Perform other duties as needed



Preferred Qualifications

  • Degree in Construction, engineering or related field
  • Certifications (one or more): CPE, CEP, PSP, EVP, PMI-SP, PMP, CCM, PRMP, DRMP, CFCC, PE, MCSA: BI Reporting
  • Ability to interpret construction schedules
  • Preference given to local candidates
  • The Project Controls Manager is expected to have a working knowledge with progressively higher demonstrated experience with direct involvement on complex construction projects as appropriate in the following:

    • VDOT scheduling specifications, Federal and State guidelines, and industry standard practices.
    • Construction schedule fundamentals (including CPM), progressively complex scheduling techniques as well as scheduling software including Primavera.
    • Claims avoidance/mitigation, cost estimating, work/change order practices and requirements, project record administration, and reporting.
    • Functional computer usage including familiarity with Microsoft office suite software and all construction management software systems used by the Department.


  • The Project Controls Manager is expected to have the following progressively higher demonstrated skills:

    • Claims avoidance/coordination, work/change order cost estimating, project record administration, development and monitoring of CPM construction schedules utilizing Primavera software,
    • Development of Contract Time Determination Reports (CTDRs).
    • Conduct constructability and bid ability reviews, and cost and schedule analysis.
    • Develop and monitor construction schedules, as-built schedule updates, and schedule impact analyses.
    • Apply methods of quality assurance and quality control.
    • VDOT scheduling specifications, Federal and State guidelines.
    • CPM schedules, claims avoidance, claims mitigation, cost estimating, and reporting.




This position is subject to a governmental background check and pre-employment drug test.

Required Qualifications
  • Bachelor's degree
  • A minimum of 10 years' experience in project controls work on engineering and construction projects, including planning, estimating, forecasting, scheduling, cost control, schedule control, and project reports
  • Ability to manage proposal preparation, contract review and negotiation, client relationship and win strategy for medium to large EPC Projects
  • Strong decision-making skills
  • Strong interpersonal and leadership skills
  • Ability to coordinate and prioritize multiple long- and short-term tasks simultaneously
  • Strong organizational, analytical and problem-solving abilities
  • Strong oral and written communication skills

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) Washington, DC: $143,388 - $204,840
