SUMMARY OF THE ROLE
The Marine Manager primary function is to Supervise LNG Ship Loading, Mooring operations and marine related activities carried out at Rio Grande LNG Terminal (RGLT). The Persons in Charge (one per shift x 5) will report to this position (PIC's). The Marine Manager will act as a PIC as required. The role is responsible in assisting the safe and effective execution of all marine operations enterprise activities. Provide oversight into federal, local, and international regulations, as well as internationally recognized guidelines and best practice, allowing Marine Operations to stay ahead of any upcoming changes. This role will ensure that the processes and procedures are in place and adequate to meet the Marine Internal and External standards and requirements. This position will work closely on a day-to-day basis with the Marine team, Marine Director and various internal departments. The Marine Manager is also responsible for maintaining strong relationships with critical external stakeholders such as USCG, government authorities, regulators, Ship agents, Tug contractors, Brownsville Port, Pilots, Mooring provider, Ship staff, crew, surveyors, and Customer Marine Representatives. This position is in Brownsville, TX. Transportation Worker Identification Credentials (TWIC) is required.

KEY RESPONSIBILITIES
  • Supports RGLNG projects on marine matters during terminal development and commissioning.
  • Ensure compliance with Marine Risk Management Standards and readiness for first cargo.
  • Develop marine operational practices, procedures, and regulations for the terminal.
  • Create and train mooring procedures and providers for ship mooring operations.
  • Supervise, train, and mentor Persons in Charge (PICs) of loading and mooring, act as backup to PICs.
  • Collaborate with Marine Director to build relationships with the government, contractors, and port stakeholders.
  • Work with cargo surveyors, ships, commercial, and lab specialists to ensure accurate custody transfer measurements.
  • Act as Terminal Port Security Officer.
  • Support safe and efficient tug and support vessel operations and develop related procedures.
  • Perform ship-to-shore compatibility studies and participate in ship-shore interface meetings.
  • Conduct audits on marine terminal operations and vessels.
  • Manage relationships with key staff to integrate marine operations into overall RGLNG operations.
  • Develop and maintain a shipping documentation tool and ensure efficient document completion.
  • Own the lessons learned register for loading and mooring operations.
  • Assist in managing marine contracts and contractors.
  • Support the safe and timely procurement of marine services for the terminal (tugs, pilots, line handlers, etc.).
MINIMUM REQUIREMENTS
  • Must have sailed as Captain/Chief Officer on LNG vessels or tankers.
  • Strong management, communication, and organizational skills.
  • Experience with ship loading, ballasting, cool down, and gas-up operations.
  • Knowledge of shipping operations coordination.
  • Experience in LNG Terminal Marine Operations.
  • Knowledge of shore side LNG loading and vapor return systems.
  • Ability to build effective relationships with the public and employees.
  • Solid understanding of industry standards, marine contracts, and ship/shore operations.
  • Proficient in Microsoft Office, including databases and spreadsheets.
  • Capable of preparing accurate, comprehensive, and timely reports.
  • Self-starter with minimal direction and strategic thinking.
  • Detail-oriented and focused on meeting performance goals and deadlines.
  • Able to prioritize tasks and perform under pressure.
  • Calm and effective in emergencies, managing urgency well.
  • Skilled in collaborating with a diverse team of varying backgrounds and disciplines.
  • Fluent in English, with strong communication and analytical skills.
  • Flexible with responsibilities to ensure successful project completion.
  • Adaptable to changing deadlines and unexpected delays.
  • Willing to be on-call, work after hours, and handle emergency duties.
  • Open to travel for meetings and training as needed.
PREFERRED REQUIREMENTS
  • 5 years' experience in marine terminal operations
  • SIRE Inspector
Job Site Work Environment
* Must be able to wear all necessary PPE equipment to perform job functions.
* Operates in a complex construction environment.
* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
Able to meet the following physical demands of the job, with or without reasonable accommodations:
* Ability to drive to other Company work locations as required.
* Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
* Stand and/or sit continuously and perform job functions for a full shift.
* The incumbent is required to have fully mechanical motion and usage of all extremities.
* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
