PRIMARY FUNCTION/PURPOSE:

IFES is seeking to recruit a Strategic Communications Consultant to provide technical support to electoral management bodies (EMBs) and other key stakeholders in the Asia-Pacific region. The ideal candidate will have experience in strategic communications and electoral operations and support. The consultant's responsibilities may include reporting, training, and advising EMBs on strategic communications and electoral activities. Prior international development experience, particularly in electoral support, in the Asia-Pacific is required.

MAJOR DUTIES AND RESPONSIBILITIES:


  • Engage and collaborate closely with EMB stakeholders to assess needs and objectives related to strategic communication and broader electoral support.
  • Provide advisory and technical support to EMBs on strategic communications including public outreach and stakeholder engagement, as well as other electoral activities, as requested.
  • Develop and facilitate trainings for EMBs and partners on strategic communications, stakeholder engagement, and other electoral activities.
  • Conduct research and analysis to inform the development of technical inputs and recommendations for electoral stakeholders.


POSITION REQUIREMENTS:

EDUCATION: Master's degree required.

EXPERIENCE: At least 15 years relevant experience in international development, election operations, strategic communications, and program management. Extensive experience and familiarity working in the Asia-Pacific region.

RELATED KNOWLEDGE AND SKILLS:

Thorough familiarity with international donor regulations and reporting requirements preferred. Experience working on democracy and governance programs, particularly in restrictive and/or politically sensitive environments required. Ability to develop training curricula and facilitation skills. Ability to prioritize and meet deadlines. Strong communicator, both verbally and in writing. Collaborative, team-oriented individual.

LANGUAGE SKILLS: Fluency in English is required.

TRAVEL: Travel is required.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

The consultant will be required to travel to the country locations to deliver much of the responsibilities. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions of the job.
