Sr. Estimator

Hybrid; 3 days a week onsite
Pay range: $50-$52hr. w2
General Overview: At a senior level, supports the logistics of utility related construction, materials, and allied bid processes, technical support of construction project implementation, and assistance in transmission outage coordination, as required. Coordinates the facilitation of information associated with internal and external construction goods and services estimates, including, but is not limited to, the administration of bid packages, bid meetings, bid deliverables, communication, and reporting. This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services. Takes a new perspective to solve complex problems. Works independently and receives minimal guidance. Acts as a resource for colleagues with less experience.
- Performs duties associated with the acquisition of bid materials as well as evaluating engineering specifications, designs, and requirements for utility goods or services.
- Evaluates bid materials and creates bid estimates, proposals, and/or cost quotations for labor, materials, or allied services associated with project specifications, bid requests, and requests-for-proposal.
- Extrapolates detailed information from engineering prints to calculate labor and non-labor costs.
- Performs analysis of labor efforts, pricing, rates, and/or billing data; as well as generates and submits complex (or ad hoc) reports and metrics to management.
- Often executes duties at an accelerated rate to keep up with fast pace conditions to meet deadlines.
- Performs site visits, attends pre-bid meetings, and generally interacts with internal and external customers or representatives.
- Documents changes made to documents or systems by thorough research, communication and recordkeeping. Documents activities in logs, files, system prints, and other records, or through other written or verbal communication with co-workers or customers.
- Performs in-depth quality assurance and quality control of data and documentation.
- Seeks out and recommends appropriate process improvements to internal and external processes.
- Monitors current construction project performance and reporting. May manage customer projects including scope, schedule, budget, and invoicing.

Minimum Qualifications:
Nine or more years of experience in substation construction, line construction, utility operations, engineering, finance, accounting, economics, or other relevant experience.
A degree(s) in business, economics, mathematics, engineering, accounting, statistics, finance, or relevant field experience may be substituted per company guidelines for specific years of experience.
Preferred Qualifications:
- Experience and knowledge with system one-line diagrams, switching procedures, and the transmission outage process
Skills and Abilities:
- Knowledge of substation, line, and maintenance construction
- Knowledge of materials, supplies and equipment related to transmission industry
- Knowledge of maintenance and construction terminology
- Knowledge of accounting principles and practices
- Knowledge of economic and financial forecasting
- Skill in analyzing and solving complex problems
- Skill in intermediate quantitative analysis
- Skill in articulating complex, technical information to both technical and non-technical audiences
- Skill in verbal and written communication
- Skill in communicating effectively with team members, supervision/management and external organizations including customers and vendors
- Skill in providing customer service
- Skill in reading and interpreting bid specifications, designs/drawings, and bid sheets
- Skill in office productivity applications (such as email, word processing, spreadsheets, etc.)
- Skill in PeopleSoft/Maximo for inventory control and receiving functions, preferred
- Ability to work in a team environment
- Ability to balance and manage competing high priority work demands
- Ability to maintain confidentiality
Work Environment:
- Work hours are spent in an office, warehouse and outdoor environment
- Work involves weekends, holidays and non-standard hours
- Work requires use of protective equipment
Physical Demands:
- Work involves finger/hand manipulation in using a keyboard and mouse
- Work involves standing and/or walking
- Working outdoors in weather and climate
