What You'll Do

Directly supports the Y-12 Infrastructure organization in a business, resource, and technical support role in tasks associated with the management of Bargaining Unit employees. This role typically includes responsibilities that enable maintenance functions, site operations, compliance activities, and other mission enabling processes. The successful candidate provides organizational direction and information to Y-12 Infrastructure senior leadership and line supervisors in resource management activities and implementation of training requirements in accordance with DOE Order 426.2 and Y-12 training and qualification procedures.

The primary duties of the Resource Compliance Specialist are:



  • Monitor and track training performance for Y-12 Infrastructure and manage training baselines and qualification programs for continuity and completeness
  • Analyze work control documentation requirements including planned work packages, applicable procedures, Job Hazard Analyses, and production facility requirements to ensure qualification requirements are met
  • Implement and track Learning Management System (LMS) management endorsement function to provide consistent review of qualifications and alignment with DOE Order 426.2
  • Assist with scheduling personnel for training as well as ensure workforce is qualified for jobs scheduled each week
  • Utilize training deficiency reports to ensure individuals, supervisors and management are complying with requirements
  • Support internal audit and assessment teams to provide data and resolution to actions tied to time keeping and training
  • Monitor and request additional course offerings needed for Infrastructure, and support course owners with development and changes to qualifications
  • Coordinate and communicate training schedule weekly with designated personnel
  • Ensure compliance to all Y-12 attendance and time collection procedures
  • Manage reporting and resolution of time keeping issues including time charging codes
  • Monitor attendance verification data for quality and provide trend reports for compliance tracking
  • Provide absence management support to supervisors and bargaining unit employees including paid and unpaid time off reporting, medical restrictions, FMLA or other leave assistance
  • Other duties as directed by Infrastructure Management

Minimum Job Requirements

  • High School Diploma: Minimum 4 years of relevant experience
  • OR Associate Degree: Minimum 2 years of relevant experience
  • Typical experience ranging from 4 to 6 years

Preferred Job Requirements

  • Bachelor's Degree
  • Proficient with Microsoft Office suite including Excel
  • Experience with LMS and/or SAP
  • Ability to resolve complex issues, strong organizational skills, excellent oral and written communication skills, strong analytical and problem-solving skills, with ability to multi-task in a fast-paced environment
  • Previous experience in industrial or construction environment working with skilled labor personnel
  • Ability to work under minimal supervision and effectively manage multiple/changing priorities

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
