Role Description:

This is a pivotal role responsible for the comprehensive management of meter and MTU (Meter Transmission Unit) inventory, both in the field and the meter warehouse. This includes overseeing return material authorizations, acting as the primary liaison for the test bench manufacturer, directing the work of Meter Warehouse Technicians, and meticulously reporting data regarding inventory levels and meter accuracy. Responsible for operating the meter Test Bench and performing warehouse materials handling as established by DC Water. This position ensures inventory is created and maintained in the appropriate systems of record. Monitors inventory budgets, develop projections and orders revenue assets according to operational needs. Performing general warehouse duties of receiving, stocking, picking, packing, staging, and shipping; and performing pick-up and delivery of parts and/or materials between warehouses, from suppliers, and to service work crews.



Essential Duties & Responsibilities:


  • Manages Meter and MTU Inventory: Maintains accurate records of meter and MTU stock levels, ensuring availability and readiness for deployment. Receives and inspects incoming items from vendors and contractors and verifies against purchase orders. Stores items received for inventory in their proper location in the warehouse and enters data in the applicable work order system.
  • Validates configuration data for accurate billing for revenue assets in the field and in the warehouse
  • Uses software and systems to manage warehouse data/inventory levels. Performs a physical inventory count on all scheduled inventory items and enters the results into the system. Conducts year-end physical inventory and regular cycle counting. Accountable for verifying and reconciling discrepancies during the physical inventory.
  • Assists in monitoring capital equipment budgets, provides projections, and orders revenue assets accordingly.
  • Handles the return process for defective or outdated equipment, coordinating with suppliers and manufacturers for replacements or repairs. Manages the returns processing for all warranty-eligible meter-related merchandise and assists with meter scrap removal efforts and environmental waste pickups.
  • Serves as the primary contact point for the test bench/field testers manufacturer, facilitating communication and resolving any technical issues. Operates test bench/field testers to support meter testing requirements across meter and field services for meter sizes 5/8" inch up to 12" inches. Documents, stores and distributes all test results information as assigned. Tests and/or repairs portable meter devices in support of the overall AMR testing program.
  • Directs Meter Warehouse Technicians: Provides leadership and direction to Meter Warehouse Technicians, ensuring efficient and effective operations within the warehouse. Ensures a clean and orderly work environment. Inspects and maintains facility equipment and reports any safety findings to the foreman. Complies with applicable safety rules and regulations.
  • Compiles and presents detailed reports on inventory levels, meter accuracy, and other key performance metrics to support decision-making and operational efficiency.
  • Implements and monitors quality control measures to maintain high standards of accuracy and reliability in meter readings and inventory management.
  • Safety Compliance: Ensures all warehouse activities comply with safety regulations and company policies, promoting a safe working environment.
  • Bumps test and calibrate gas detectors for applicable meter crews daily. Also performs the stocking process for meters related to Customer Service work orders.
  • Repairs, tests, and rebuilds fire hydrant meters to accommodate contractor needs. Distributes various meters (e.g., groundwater, fire hydrant, domestic) approved for use through the permit process. If applicable, obtains permits for billing purposes and ensures that the meters are returned in good working condition.
  • Performs general housekeeping of the test bench, consoles, pump skid, and associated components. As needed, maintains the chlorination system for the supply tank on a weekly/monthly basis. This may also include adding chlorine tablets and cleaning filters. Contacts test bench/field tester representative to assist with troubleshooting.
  • Performs field-related meter and supervisory activities in support of Meter Operations or other related duties and projects as assigned at the discretion of the Manager.



Supervisory Responsibilities: Supervises staff, field teams, contractors, and projects as needed.

Key Working Relationships: Interacts with vendors, contractors, employees in the department and throughout the Authority.



Skills & Qualifications:

The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.

Required Experience:

Five (5) years of progressive related warehouse material handling experience that includes experience with warehouse management software and use of personal computer and handheld wireless equipment for data entry.

Minimum Education Requirements:
High School diploma or General Educational Development (GED) certificate.
Required Skills:

General working knowledge of Water Meters - selection, installation, testing and maintenance in accordance with the American Water Works Association.


Proven experience in warehouse management, preferably in a utility or technical field.


Knowledge of and ability to operate a forklift, aisle crawler, and pallet jacks.


Previous experience in a lead or supervisory position.


Strong leadership skills with the ability to direct and motivate a team.


Excellent organizational and communication skills.


Proficiency in inventory management software and data analysis tools.


Ability to work independently and make decisions under pressure.

Required Licenses & Certifications:
Must possess and maintain a current valid Motor Vehicle Operating License
Forklift Certified

Physical Requirements:
This role typically operates in a warehouse setting and may involve exposure to electrical equipment.

Physical demands include lifting to 50 pounds, standing for extended periods, and performing manual dexterity tasks.

Subject to indoor and/or outdoor environmental conditions that may include exposure to extreme cold, damp, drafty, and hot temperatures.
Subject to noise, vibration, and hazards from a variety of physical conditions.
Subject to atmospheric conditions that affect the respiratory system or skin, such as dust, mist, grease, bad weather conditions, and poor ventilation.


Preferred Skills & Qualifications



Preferred Experience:
Demonstrated experience with Maximo or equivalent system
Preferred Education Requirements:
Associate's degree in Business Administration, Logistics and Materials Management, or related field from an accredited college or university
Preferred Skills:
Knowledge of metering equipment and electrical systems is highly advantageous.
