Basic Function

HF Sinclair Midstream located in Artesia, NM is seeking a Project Construction Specialist. This position will be responsible for meeting and receiving updates from project managers and project directors for a portfolio of 300+ projects that span over 2 states. Planning responsibilities may pertain to developing scopes, cost control, ensuring proper maintenance priorities are set, and developing operating/shutdown/start-up procedures under limited supervision. May provide and manage operations support for multidiscipline capital projects during development, design, execution, startup and turnover phases.

Job Duties

  • Detailed schedule development based on project understanding from project managers/team.
  • Attend, report and injects Operational needs in PMO project meetings.
  • Project progress updating and perform analysis trends and critical path.
  • Analyze and present project data to team members.
  • Execute project as assigned.
  • Establish project status presentations and develop custom reports.
  • Participates in planning and scheduling meetings.
  • Works to establish priorities, ensures the intent of the area maintenance initiative is being properly executed and proper maintenance priorities are set.
  • Conducts random audits on completed jobs for operational and maintenance compliance with planning and scheduling processes to ensure continuous improvement.
  • Reviews work with project managers to ensure accuracy and correct prioritization.
  • Develop and modify procedure.
  • Applies project management skills for a portfolio of concurrent projects in different phases. This includes participating in new projects, creating construction work packages, and providing construction/start-up assistance.
  • Actively participates as a member of the assigned Operations Area Team including:
  • Provides discipline specific technical assistance, direction and development assistance to colleagues.
  • Solves technical problems related to projects and troubleshoots operational related issues.
  • Analyzes related components and systems, processes and methods, refinery processes and economics.
  • Optimizes business unit(s) and analyzes data to aid operations with decisions.
  • Reviews Management of Change (MOC) requirements for assigned projects to ensure safety, operability, and maintainability in design.
  • Reviews engineering drawings to ensure new installations are compliant with HF Sinclair specifications and standards and will meet project objectives.
  • Conducts field walk downs and facilitates constructability reviews.
  • Provides technical support during construction including timely resolution of construction Requests for Information (RFI's).
  • Monitors engineering and construction progress and develops strategies to mitigate project risks and areas of concern.
  • Compiles project information into a decision package for project approval to proceed to the next phase.
  • Conducts presentations to the Midstream Leadership Team (MLT) for progress updates and alignment on project decisions.
  • Researches and stays abreast of assigned discipline subjects, innovations and leading-edge developments.
  • Coordinate, facilitate and document Process Hazard Analysis (PHA), and participate in and facilitate incident investigations.
  • Participate in, facilitate and support Process Safety related audits.
  • Special assignments or tasks assigned to the employee by their superior, as determined from timeto time in their sole and complete discretion.

Experience

A minimum of 5 years of job-related work experience is required.

Education Level

A minimum of a bachelor's degree in business or industrial engineering or experience in lieu of education is required.

PREFERRED EDUCATION:

A bachelor's degree in engineering is preferred.

Required Skills

Ability to identify and solve problems and ways to optimize units that have a direct financial impact on success of company.Ability to handle high pressure situations, and long hours. Team player with good interpersonal skills with ability to work in a collaborative environment. Ability to interact with all levels of staff including engineers, operators, shift and maintenance supervisors. Ability to work with scheduling software. Ability to perform basic mathematical calculations. Intermediate computer skills. Experience with Microsoft Office Suite including Excel and PowerPoint. Knowledge of refinery operations and craft knowledge. Knowledge of safe work practices related to the specified fields. Self-starter and safety sensitive with good troubleshooting skills. Ability to effectively communicate with others, both written and verbal communication. Basic reading and writing skills.

Work Conditions

Office and refinery based with up to 10-25% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment including but not limited to chemicals, pressure vessels, fumes or airborne particles, loud noises, vibrations, wet and/or oil contaminated conditions, at both below grade and elevated positions. Subject to all temperatures, weather and varying road conditions.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, and kneeling, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting and/or carrying 50lbs, climbing up to 100ft, and perceiving color differences, wearing personal protective equipment and in emergency situations may be required to wear a respirator (beards not permitted).
