Duties & Responsibilities:

Personnel Security (PERSEC) Support:



  • The Lead Personnel Security Specialist III shall process any and all incoming and outgoing visit requests for the Command Security Division related to classified meetings, compile the classified meeting attendance and clearance verification roster.
  • The Lead Personnel Security Specialist III shall support in processing visit requests, to include Foreign National visit requests. This support includes reviewing requests to ensure all required information and supporting documentation is submitted/received and accurate; coordinating visits with the command sponsor; and providing guidance regarding requirements visits.
  • Provide support for the Security Education, Training and Awareness (SETA) Program. This support includes developing, disseminating, presenting and tracking of all training materials. Materials may include training plans, briefings, slides, web-based products, refresher training, and specialized training for all classification levels and accesses.
  • Collect PERSEC data related to clearance investigations, security incident trends, System Access Authorization Requests (SAARs), classified meetings and overall processes internal to NSWC PHD in support of weekly and monthly reports and corporate metrics.
  • Conduct Defense Central Index of Investigations (DCII), Defense Information System for Security (DISS) or future system of record and SF 86 reviews of candidates being submitted for command wide access. The Contractor shall review, track, and monitor security clearance processing activities with appropriate Government personnel to achieve appropriate clearance actions.
  • Lead Personnel Security Specialist III shall process personnel checking in and out of the command. This support includes: reviewing and filing new hire documents for accuracy and completion; reviewing security related documents for accuracy; processing access requests (e.g. building, space), and ensure all Government materials are returned upon exit from command
  • Perform data entry to the current personnel security database and maintain personnel security files for all personnel supported by the Command Security Division.
  • Support NSWC PHD administration of the requirements of SECNAV M-5510.30C as they relate to Personnel Security for the Command Security Division.


SCI Personnel Security (SCI PERSEC) Support:



  • Provide support for the Special Security Office SCI Security Education Training Awareness (SETA) program. This support includes developing, disseminating, presenting and tracking of all training materials. Materials may include training plans, briefings, slides, web-based products, refresher training, and specialized training for all classification levels and accesses.
  • Verify personnel in current and future databases [e.g. Defense Central Index of Investigations (DCII), DISS, and NBIS], and also perform SF-86 reviews of candidates being submitted for SCI access.
  • Process any and all incoming and outgoing visit requests for the Special Security Office related to classified meetings, compile the classified meeting attendance and clearance verification roster.
  • Interface with senior leaders and Government Program Managers for Access Approval decisions.
  • Assist in the indoctrination of SCI personnel. This support includes personnel screening interviews, gather and disseminating of documentation, and performing/coordinating of indoctrinations briefings.
  • Perform miscellaneous and administrative support functions as directed by the Contractor site lead.
  • Maintain various daily logs for a variety of administrative functions associated with PERSEC.
  • The Lead Personnel Security Specialist III shall review, track, and monitor SCI security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):



  • Proficient in Microsoft Office: Word, Excel, PowerPoint, and Outlook.
  • Familiarity in Security Information Management System Software (SIMS).


Minimum/General Experience:



  • Six years of experience reflecting a demonstrated knowledge of personnel security policies and procedures. This experience includes:

    • Reviewing background investigations and case files for security relevant information;
    • Preparing accurate and concise synopses for each case and checking the status of pending cases;
    • Developing recommendations with supporting rationale to enable the customer to decide whether to grant, deny, or revoke a security clearance or eligibility to occupy sensitive positions; and
    • Prepare written reports and briefings as required.


  • Four years of experience in:

    • Reviewing forms to ensure accuracy in accordance with policy and directives and
    • Maintaining personnel security files and suspense logs for all phases of the personnel security process, coordinates fingerprinting, and submission of unclassified material.
    • Insider Threat and incident reviews.


  • In addition to the above, SCI positions shall have six years of experience in:

    • Intelligence Community Directive (ICD) 704 Personnel Security Standards and Procedures Governing Eligibility for Access to SCI;
    • Indoctrinating SCI personnel, including personnel screening interviews and indoctrinations briefings.




Minimum Education:



  • Bachelor's Degree from an accredited college/university and six years of experience related to personnel security.
  • Allowable substitution - High School Diploma or General Education Diploma (GED) with at least ten years of experience in personnel security.
