Senior Financial Analyst, Pre-Award (Hybrid Work Schedule)

The Berkeley Lab's Office of the Chief Financial Officer (OCFO) Field Finance unit is hiring a Senior Financial Analyst (Pre-Award) to provide complex budget management, planning, and analysis services. Working under limited supervision, the analyst will support scientific investigators, research programs, and operations managers with financial planning and analysis for DOE and other funding sources. Responsibilities include advanced budgeting, forecasting, scenario management, and long-term planning, applying knowledge of Federal Cost Accounting Standards, LBNL, UC, and DOE policies. The role involves solving moderately complex problems with significant impact on project and functional area goals.

What You Will Do:

The Pre-award Senior Resource Analyst, working with limited supervision, will handle complex responsibilities in budget management, analysis, and program oversight-

Budget Management & Analysis:



  • Oversee program budgets from inception to close-out, including formulation, execution, forecasting, and analysis.
  • Develop and track funding forecasts, analyzing variances.
  • Produce monthly financial reports, ensuring compliance with DOE and sponsor terms.
  • Approve financial transactions, maintaining documentation.


Teamwork & Communication:



  • Represent OCFO and matrixed organizations, fostering collaborative relationships with internal and external partners.
  • Proactively address issues and communicate effectively with stakeholders.


Financial Advisory & Consultation:



  • Advise PIs, Program Managers, and sponsors on complex financial matters, offering solutions for funding issues and contract terms.


Proposal Development & Coordination:



  • Manage pre-award financial support for DOE and SPP-funded programs, including proposal budgets and subcontract processing.
  • Coordinate proposal development, including budgets and justifications, and interact with sponsors.
  • Forecast resource requirements and ensure full cost recovery, advising PIs on budget scenarios.


Subcontract Preparation:



  • Assist in reviewing R&D subcontracts, developing necessary materials, and evaluating costs and work scope.
  • Coordinate subcontract processes with LBNL procurement staff.


Ad Hoc Reporting & Analysis:



  • Perform moderately complex ad hoc analyses in support of financial goals.


Special Projects & Cross-Training:



  • Assist with budget submissions and undertake rotational assignments and ongoing training to improve services.



What is Required:



  • Bachelor's degree in accounting, finance, business, economics, or equivalent, with 2+ years of relevant experience in a research, academic, or large/complex organization.
  • Knowledge of business, budgeting, and accounting principles, including GAAP and cost accounting standards (CAS), as well as Federal regulations.
  • Experience providing financial analysis, planning, cost analysis, forecasting, and project close-out support.
  • Proven ability to manage complex budgets funded by multiple sources with varying contract terms.
  • Expertise with financial software (Excel, PeopleSoft) and advanced Excel functions, including report creation and data analysis.
  • Experience managing sensitive situations and conflicting priorities.
  • Strong organizational, analytical, and problem-solving skills with the ability to multi-task and meet tight deadlines.
  • Proven ability to independently analyze and solve moderately complex problems, ensuring accurate and timely budget analysis and reporting.
  • Experience interacting with diverse customers, including scientists and LBNL staff, and managing difficult situations and conflicting priorities.



Desired Qualifications:



  • Master's degree or equivalent in accounting, finance, business, or related field.
  • Knowledge of DOE, UC, LBNL, and SPP financial policies, procedures, and reporting requirements.
  • Expertise in contract and grant proposal administration, including reviewing solicitations, proposal preparation, and research administration guidelines for federal and non-federal sponsors.



Notes:



  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. The budgeted annual salary range is $110,106 to $122,340.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
