Modern Technology Solutions, Inc. (MTSI) is seeking a Compartmented Program Engineer in support of the Office of the Under Secretary of Defense for Research & Engineering, OUSD(R&E). You will be responsible to provide technical expertise for compartmented warfighting capability development, integration, and transition of new technologies that close time-critical gaps in high-priority, and multi-component warfighting missions. This position requires an active TS/SCI clearance and will be located in the Alexandria, VA area.

Responsibilities

As a Compartmented Program Engineer, you will be responsible for conceiving, developing, managing, and integrating compartmented capability development programs to enhance the operability, lethality, and cyber security of current and future U.S. warfighting weapon systems.

Essential attributes include a developed critical thinking ability and excellent oral and written communication skills, along with experience in working with Joint Staff, military components, Defense, Intelligence Agencies, and other OSD organizations.

This position requires an active TS/SCI clearance and will be located in the Alexandria, VA area, (Work locations include the Suffolk Building, the Mark Center, and in Crystal City)

Your essential job functions will include but will not be limited to:

  • Provide subject-matter expertise, particularly in warfighting technologies and supporting infrastructure for evaluation of proposed top tier capability developments.
  • Deliver technical assessments and analysis to provide recommended innovative approaches, technologies, and capabilities to address near term and future, critical joint warfighting capability gaps.
  • Provide technical analysis and advice to inform Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) capability development and validation.
  • Identify risks, technical issues, and programmatic shortfalls and recommend corrective courses of action.
  • Collaborate with Services, Joint Staff, OSD stakeholders, S&T Centers, Federally Funded Research Centers, and academia to support the conception and transition of compartmented capabilities from development and prototype to operational warfighting systems.
  • Prepare and deliver reports and briefings to DoD leadership.

Qualifications

  • 5+ years experience with one or more of the following disciplines:
    • RF communications.
    • Cyber.
    • Anti-Tamper
    • Software development
    • Test & Evaluation
    • Integration of advanced sensors.
  • Significant DoD engineering field/program office experience.
  • 5+ years experience as a staff officer in OSD, Joint Staff, Service Component(s) or Major Command.
  • Experience in writing white papers, briefings, correspondence, and reports to senior DoD officials.
  • Excellent organizational and team building skills, excellent interpersonal skills.

Desired Qualification:

  • Previous Special Access Program (SAP) experience.
  • OSD or Joint Staff Officer official staff officer training.
  • Pentagon experience interfacing with Service HQ-level personnel.
  • Operational Warfighting experience.

Education:

  • Bachelor's degree in engineering, applied science, or mathematics, or related field, with 8 years of relevant experience, (or)
  • Master's degree in engineering, applied science, mathematics, or related field, with 8 years of relevant experience, (or)
  • PhD in engineering, applied science, mathematics, or related field, with 4 years of relevant experience.

Certifications Desired:

  • Defense Acquisition University (DAU) Engineering and Technical Management (ETM) practitioner, or,
  • Project Management Professional (PMP) Certification

Clearance:

  • Active TOP SECRET clearance with eligibility for Sensitive Compartmentalized Information (SCI), with (CI Poly, Desired)
  • U.S. Citizenship is required for this position.

Work Location:

  • Located in the Alexandria, VA area, (Work locations include the Suffolk Building, the Mark Center, and in Crystal City). You must be able to work at the government site and travel between local area offices.
