Responsible for overall supervision of the BWH Ambulatory Phlebotomy staff under the guidance of the Phlebotomy Manager. Oversees the work of the Phlebotomy Team making certain all areas under his/her responsibility are covered and all policies and procedures are adhered to. Performs all functions of a phlebotomist.
Principle Duties and Responsibilities: 1.Provides on-site daily supervision, making certain there is necessary staffing coverage. Monitors operations to ensure timely and efficient service. Reports and resolves issues appropriately. 2. Plans and organizes the schedules of the Ambulatory Phlebotomy staff: a. Develops absenteeism back-up procedure and maintains adequate back-up schedule filling in absences in person if no other personnel are available. b. Assists Manager with implementation of the hospital FMLA, sick and vacation policies; giving priority to department needs. c. Monitors unscheduled absences and tardiness in accordance with hospital Policies and procedures and reports issues to Manager. 3. Assists the Manager with planning and organizing the duties and responsibilities of the Ambulatory Phlebotomy staff: Implements procedures in accordance with hospital policies and procedures and reports issues of non-compliance to the Phlebotomy Manager. 4. Assists Manager with Media Lab by reviewing yearly and ensuring staff sign off once a year. 5. Assists Manager with hand hygiene audits and ensuring the phlebotomists are completing them monthly. 6.Communicates hospital and department policies, procedures, and other appropriate information to the phlebotomy staff. Holds regularly scheduled meetings and provides staff and Manager with documentation for ease of reference. Works to promote and improve staff communication, teamwork and employee relations. Notifies Manager of issues requiring attention. 7. Notifies the Phlebotomy Manager, in capacity as phlebotomy liaison to other hospital departments, of all reported problems or new procedure requests. Assists with problem resolution and implementation of new procedures as directed. 6. Responsible for maintaining and monitoring workload statistics for ambulatory practices. a. Provides monthly volume reports for each practice. b. Monitors staff productivity and provides feedback. c. Makes suggestions for workflow improvements to the Phlebotomy Manager and works with staff as necessary to improve productivity. 7. Under the direction of the Manager, coordinates the off-site phlebotomy program for phlebotomy services to physician offices and patient service centers (PSC). a. Works with practice managers and physicians to arrange phlebotomy schedules and find the appropriate personnel to staff the sites. Serves as the liaison to the practices for resolving any phlebotomy related issues. b. Maintains coverage for all scheduled hours. c. Responsible for training the off-site staff and cross-training ambulatory phlebotomy staff for coverage. d. Conducts regular scheduled meetings with physician office staff to ensure phlebotomy services are excellent. 8.Responsible for knowledge of the Mass. Department of Public Health requirements for off-site phlebotomy services/collection stations. a. Responsible for ensuring all standards are met prior to inspection. Phlebotomy collection stations are monitored for compliance. Makes every attempt to be present during inspections. b. Works with the staff to maintain requisition forms, temperature charts, and other information required by regulatory agencies. c. Responsible for monthly visits to each practice/PSC and completion of visit forms. Maintains a log of all visit data. 9. Responsible for ordering and maintaining an appropriate level of inventory and supplies. Delegates as appropriate. Monitors usage and reports on issues. 10. Keeps up to date on new procedures. Participates in developing and evaluating new methods, equipment, and/or procedures as necessary. Responsible for arranging in-service education to make the staff aware of new procedures and other hospital departmental needs. 11.Assists Manager with the hiring, counseling and performance improvement process, following established laboratory and hospital guidelines. 12. Assists Manager with the performance evaluation process, following established laboratory and hospital guidelines. Responsible for providing the Manager with timely and accurate annual performance review drafts for the outpatient phlebotomy staff. 13.Responsible for timely and accurate payroll functions. Provides monthly overtime and/or temporary staff usage reports to Manager. 14.Responsible for ensuring that all phlebotomists complete annual in-services, safety training, continuing education and other forms of documentation as mandated by hospital policy. Responsible for providing timely and accurate documentation of all HR standards to Director for personnel files. 15. Possesses a thorough knowledge of Epic, Sunquest and Collection Manager. Provides training and competency assessment for new staff. Notifies the Manager and Client Services Manager of all hardware/software issues and provides support for resolution. Works with team leaders to ensure that all specimens are received in the laboratory. 16. Is responsible to be aware of Joint Commission National Patient Safety Goals and to compile with BWH Hospital and Laboratory policies and procedures. 17.Follows all safety and infection control guidelines. 18. Performs all other duties as required.
