PeopleTec is currently seeking a Senior Acquisition Analyst to support our Huntsville, AL location. Serve as a Senior Acquisition Analyst within the Business Management Division (BMD) of the Guam Defense System (GDS) Joint Program Office (JPO) responsible for the rapid and efficient research, development, prototyping, testing, evaluation, procurement, transition, and/or fielding of critical enabling technologies and capabilities addressing near-term and mid-term threats. Duties Include: Support project office operations by:
Tracking all financial, technical, and schedule risks for the BMD within the Guam Defense System Joint Program Office (GDS JPO)
- Providing counsel to the government on developing and refining acquisition pathways for prototypes and ensuring external stakeholders are informed and engaged.
- Maintaining visibility on the current status of cost, performance, and schedule of the GDS and synthesizing / consolidating data into reports and briefings.
- Analyzing monthly reports, utilizing the data for internal reporting and for planning of funding increments.
- Examining program budget estimates for completeness, accuracy, and conformance with procedures and regulations.
- Analyzing budgeting and accounting reports and preparing monthly, quarterly, and annual risk reports and briefs.
- Supporting creation and revision with Program Objective Memorandum (POM), Congressional Justification Book, Army Program Budget Brief (APBB), and Strategic Portfolio Analysis Review (SPAR) submissions and briefings.
- Supporting the development of acquisition documentation to include acquisition decision memorandums, strategies, plans of actions and milestones, charters, and other required documentation necessary for program management.
- Working with the government lead to develop, track, and report on spend plans and financial execution for each project.
- Using the commander's intent and guidance to ensure a clear message is delivered to external stakeholders on all matters affecting program execution.
- Attending and participating in organizational staff calls, stand-ups, project office tag-ups, working groups, IPRs, or similar events; capturing, assessing, and monitoring action items from meetings; engaging in the resolution process; and proposing responses to inquiries based on assigned actions. Preparing notes or after-action summaries, tracking action items, and making recommendations for closure.
- Creating, composing, consolidating, and reviewing documentation, e.g., correspondence, briefings, responses to inquiries, and talking points for correctness, format, spelling, and grammar before sending out for approval or signature. Drafting responses to internal and external taskers, RFIs.
- Supporting program updates and assisting in developing executive-level briefings, including accomplishments, impacts, risks, issues, and challenges; coordinating documents, e.g., white papers; conducting pre-meetings to prepare and distribute read-aheads; and securing approval of documents to meet read-ahead timelines prior to submission for executive forums.
- Providing updated reports and briefing all changes to Government Program Leads as requested.
Qualifications
Required Skills/Experience:
- 10 years of acquisition experience with major defense programs in the budget and financial management area
- Experience developing information papers and decision briefings
- Proficiency in MS Office
- Self-starter with the ability to independently prioritize and manage multiple tasks
- Exceptional oral and written communication skills
- Travel: 15%
- Must be a U.S. Citizen
- An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.
