Overview:

The Transportation Security Engineering and Analysis Group (TSEA) group within ORNL's Nuclear Nonproliferation Division (NND) of the National Security Sciences Directorate (NSSD) seeks applications for a Secure Transport Response Specialist. Responsibilities include creating effective response capabilities to assist ORNL's engagement with strategic partners to develop and implement response capabilities. Work activities performed by NND are primarily sponsored by the National Nuclear Security Administration (NNSA) Office of Global Material Security (GMS).

As part of our team, you will lead and manage ORNL's transportation response strategies to improve U.S. domestic and regional capabilities. This includes work with regulators, carriers, response personnel, facility officials, and other collaborators having stewardship of high-risk materials, including nuclear and radioactive material.

Major Duties/Responsibilities:

  • Conduct response program assessment and evaluation.
    • Provide technical support for risk and vulnerability assessments on transportation security conveyance designs to identify and enhance system effectiveness.
    • Lead and support tabletop exercises
    • Develop/support transportation security field training exercises
    • Support the test and evaluation of responders and response technologies
  • Develop, collect and share knowledge and access to information to help promote better response capabilities, tactics, techniques, and procedures.
  • Engage federal, state, and local organizations to plan and implement effective vehicle/convoy escorting techniques.
  • Work with partners to enhance response to an incident/event through technical and operational measures and approaches.
  • Lead development of training classes and curricula.
  • Research emerging technologies for impact on response forces and law enforcement (both as a benefit and a threat to response organizations)
  • Promote transportation security awareness, challenges, and threats within the response and law enforcement communities.
  • Identify and develop secure transportation "Best Practices" on topics such as security escorts, staff development, equipment selection and sustainability.
  • Develop and advance Standard Operating Procedures (SOPs) for response organizations.
  • Travel to support domestic and international engagements related to work scope, including leading and facilitating trainings, workshops, exercises, technical exchanges, and meetings.
  • Track and control schedule, budget, and costs for project activities.
  • Analyze data and information to assess the need for, progress of, or outcome of project work.

Basic Qualifications:

  • BS in a relevant technical field readying the candidate for transportation security of nuclear and radioactive material domestically or internationally and five (5) years of relevant experience. An equivalent combination of education and experience may be considered.
  • Experience in nuclear response / law enforcement.

Preferred Qualifications:

  • Leadership qualities commensurate with experience.
  • Personal responsibility to meet project/program requirements and responsiveness.
  • Experience responding to high-consequence events.
  • Excellent written and verbal communication skills.
  • Proficient in MS Office products including Word, Excel, Power Point and Teams is required.
  • Working knowledge of Nuclear Regulatory Commission (NRC), Department of Transport (DOT), and Department of Homeland Security (DHS) regulations and requirements for the secure transport of nuclear and radioactive material.
  • Familiarity with International Atomic Energy Agency (IAEA) recommendations and guidance: NSS Nos. 14, 9-G Rev. 1, 13, and 26-G.
  • Experience in leading/managing transportation security response organizations.
  • Direct experience collaborating with government and industry response partners.
  • Working knowledge of the mission of DOE/NNSA Office of International Nuclear Security (INS) and/or Office of Radiological Security (ORS).
  • Experience with project management processes to include scope, schedule, and budget development.

Special Requirements:

Visa sponsorship is not available for this position.

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
