Overview:

Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy science and energy laboratory, conducts cutting-edge research to deliver transformative solutions to challenges in energy and national security. We are seeking a Central Alarm Station Supervisor with advanced expertise in technical surveillance to join the Protective Force Group within the Laboratory Protective Division (LPD).

The Protective Force Central Alarm Station Lieutenant serves as the main point of contact for Central Alarm Station (CAS) operators and serves as a liaison between all stake holders. This position emphasizes collaboration, innovation, and advanced technical expertise, providing guidance to the CAS operators, and working closely with cross-functional teams to implement and enhance CAS capabilities.The CAS supports both UT-Battelle and other contractors, playing a pivotal role in advancing organizational goals and driving operational efficiency The successful candidate will influence Protective Force strategy, facilitate process improvements, and ensure that CAS tools effectively support both operational and strategic needs.

The ideal candidate will possess hands on experience with operating systems and a strong understanding of Protective Force Tactics, Techniques, and Procedures (TTP). Exceptional problem-solving skills, leadership capabilities, and exhibit critical thinking. This role requires the ability to collaborate effectively across diverse teams, mentor CAS operators, and influence process improvements to meet evolving organizational needs.

Duties/Responsibilities:

  • Supervise shift security operations and provide support when possible to ensure the protection of DOE facilities, personnel and Special Nuclear Material (SNM) from theft, sabotage, or unauthorized access.

  • Support the testing and maintenance of ORNL's technical surveillance operating systems.

  • Prepare and maintain daily schedules, including Site Support requests and vacations

  • Manage and support the daily operations of the CAS, ensuring that personnel are trained and proficient, on all systems and directives.

  • Conduct assessments of CAS Operators' abilities through written, verbal, and practical means. .

  • Consolidate and distribute reports to responsible contractors as it pertains to individual systems.

  • Conduct initial and recurring CAS training including the administration of Limited Scope Performance Tests and Job Knowledge Tests.

  • Liaises with communication engineering technicians to coordinate all systems upgrades and required work.

  • Complete all PF scheduling including 1046 appointments, training, overtime, vacations, etc.

  • Abide by the Batelle Safe Conduct of Research Principles

Basic Qualifications:

  • An associates degree and 5 years of security or protective force experience.

  • Advanced skills in Microsoft products to include PowerPoint, Word, Teams, Excel, and Adobe Pro.

Preferred Qualifications:

  • An advanced degree.

  • Knowledge of DOE Orders: 473.2A, DOE O 470.3C, DOE O 470.4C, 10 CFR 1046, and EMETL Manual 10.0.

  • Excellent written and oral communication skills.

  • Derivative Classifier certification.

  • Detailed-oriented self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

  • Interpersonal skills, professional and courteous demeanor, and the ability to diffuse tense situations.

  • Proficient technical editing skills.

  • Make administrative decisions and judgments, within realm of responsibility and authority.

  • Time management, multitasking, flexibility, and organizational skills.

  • Proactive approach to problem-solving and process improvement.

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • 10 CFR 1046 Basic Readiness Standard: Candidates must meet and maintain the Basic Readiness Standards (BRS) which includes the one mile run for new hires with a maximum qualifying time of 8 minutes and 30 seconds or a mile run for qualified a SPO I with a maximum qualifying time of 4 minutes and 40 seconds.Candidate must be Tactical Response Force-100 certified or attend TRF-100.
