LOCATION: TBD; DC Metro Preferred

Position Overview
ITC Federal is seeking a Senior Systems Architect to lead and oversee all IT systems work performed under the FEMA program. The Senior Systems Architect will serve as a key technical leader, responsible for designing, integrating, and overseeing complex IT systems that support program operations and ensure compliance with federal and security standards. This role requires a strategic thinker with hands-on technical expertise and leadership capabilities to guide teams in the development, implementation, and optimization of enterprise IT systems.

Responsibilities

    Lead the development, integration, and maintenance of complex IT system architectures to support FEMA programs.
  • Collaborate with stakeholders to establish system information requirements and determine high-level functional and technical specifications.
  • Design system architectures encompassing software, hardware, networking, and communication components to meet total program requirements.
  • Evaluate and present technology options to meet business and technical needs, including assessing feasibility, risks, and benefits.
  • Develop comprehensive system design documentation, including high-level system diagrams, technical roadmaps, and system interface specifications.
  • Ensure systems and architectures are compatible with federal enterprise standards, security requirements, and the FEMA common operating environment.
  • Oversee and supervise system development, testing, deployment, and change management activities.
  • Conduct systematic analysis of workflows, business processes, and IT infrastructure, identifying opportunities for improvement and implementing corrective actions.
  • Provide daily supervision, mentorship, and direction to technical staff and subcontractors, ensuring timely delivery of high-quality solutions.
  • Ensure all IT work aligns with applicable cybersecurity frameworks, federal regulations, and compliance standards.
  • Serve as a liaison between ITC Federal, FEMA, and other stakeholders, providing clear communication and status updates on project progress and technical challenges.


Qualifications

REQUIRED:

  • Master's degree in Computer Science, Electrical Engineering, Information Systems, or a related field with a minimum of 8 years of relevant Systems Engineering/Architecture experience OR Bachelor's degree in a related field with at least 12 years of Systems Engineering/Architecture experience.
  • Demonstrated experience leading the design, integration, and implementation of complex enterprise IT systems in a government or large-scale enterprise environment.
  • Proven expertise in system architecture design, systems integration, infrastructure modernization, and cybersecurity compliance.
  • Strong leadership and communication skills with experience supervising multi-functional technical teams.
  • Ability to obtain and maintain a Public Trust clearance.

DESIRED:

  • Experience supporting FEMA or similar disaster relief/emergency management programs.
  • Familiarity with floodplain management, flood insurance, risk mapping, or related fields.
  • ASFPM Certified Floodplain Manager (CFM) certification.
  • Experience with GIS, geospatial data, and risk assessment tools is a plus.
  • Prior experience working within federal agencies and knowledge of federal IT standards and security frameworks.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

  • Primarily office-based with flexibility for remote work depending on project requirements.
  • May require occasional travel to FEMA offices, partner agencies, or stakeholder meetings (up to 10%).
  • Prolonged periods sitting at a desk and working on a computer.
