Overview:

TheSafety and Operations Services Division (SOSD) within the Environmental, Safety, Health & Quality(ESH&Q) Directorateat Oak Ridge National Laboratory (ORNL) seeks to hire an SOSD Senior Mission Support staff member reporting to the SOSD Director. This position provides strategic support to the Division Director in meeting the division's objectives while maintaining plans and performance monitoring in support of ORNL's goals, objectives, and mission. This position will lead business planning and performance monitoring activities and reporting across the division, working directly with Group Leaders in structuring and executing plans aimed at continuous improvement in operational performance including areas such as operational culture and accountability; project management; configuration management; compliance; security; quality assurance; environment; and worker safety and health. Additionally, this position will assist theDivision Director by ensuring programmatic goals are delivered, while utilizing resources effectively, efficiently, reliably and in full compliance with applicable laws, regulations, and ORNL Leadership expectations. Additionally, this position will maintain insight regarding field deployed staff effectiveness.

This position, with the support of the SOSD Leadership Team, will lead the development and execution of new initiatives to improve operational performance and reliability, facilitate management of operational events, and integrate the Safe Conduct of Research principles into the organizational culture and operations.

Major Duties/Responsibilities:

  • Ensure that SOSD has the appropriate capabilities to execute its mission. This includes supporting the Division Director in organizational planning (strategic objectives, business, and facility) necessary to meet current and future mission needs and growth.

  • Ensure that risks are properly identified, effectively managed, and appropriately mitigated.

  • Work with Group Leaders to develop and manage metrics, monitoring programs, key performance indicators, and assessment programs to ensure that division goals are attained.

  • With the division's QA representative, coordinate division-wide planning and reporting (PEMP updates and annual reporting, performance dashboarding, business planning, risk management, mission readiness, staffing plans, budget development, CAS deliverables).

  • Provide support to the division director for various policies and initiatives, including significant HPI/HOP program engagement.

  • Provide leadership of efforts to improve ORNL's Lab Space Management program and related initiatives.

  • Represent SOSD on various internal ORNL Committees.

  • Develop and manage SOSD onboarding/orientation.

  • Lead division-level communications and messaging efforts.

Basic Qualifications:

  • BSdegree or higher in a scientific, safety, engineering, or related discipline with a minimum of 12 years of relevant experience.

Preferred Qualifications:

  • Demonstrated experience working with DOE and other national laboratories.

  • Familiarity with applicable environmental, safety, waste management, regulations, laws, orders.

  • Excellent verbal and written communication skills, and the ability to effectively interact with a wide range of stakeholders and partners.

  • Demonstrated project management skills.

  • Familiarity with DOE regulations, orders, applicable CFRs.

  • Familiarity with ORNL processes and procedures.

  • Familiarity with OSHA rules, other industry standards regarding health and safety.

  • Familiarity with SOSD-managed roles.

  • Previous experience with performance monitoring.

  • Experience with HPI/HOP, preferably as a qualified practitioner.

  • Current DOE Q-clearance.

  • MS degree or higher in management, safety, engineering or related discipline.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

  • Visa sponsorship:Visa sponsorship is not available for this position.

  • Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
