SUMMARY
-
The Merit System Analyst coordinates merit hire processes among the merit system offices including Children & Youth, Aging Services, Mental Health, Developmental Disabilities, Early Intervention, Drug & Alcohol and HHS as a whole, to include the administrative functions of coordinating applications, determining and documenting outcomes, and sending correspondence. Responsible for coordinating human resource functions for Early Learning Resource Center, Housing and Community Development and Veterans Services. The Merit System Analyst is responsible for special projects assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Maintains confidential personnel records consistent with Merit System requirements and regulative requirements, updating as needed for compliance with internal and Department of Human Services site inspections * Coordinates employee applications, determines and documents outcomes related to applicant interview status, and sends correspondence in accordance with the Merit System requirements. * Coordinates human resource functions for Early Learning Resource Center, Housing and Community Development and Veterans Services and assists other Health and Human Services offices as needed. * Responsible for data management in Dynamics, the Health and Human Services automated file management system, Neo Gov, Montgomery County's application platform, and SharePoint, the County's document management system. * Responsible for training or coaching staff on interview form, questions and techniques as needed. * Assists with a variety of day-to-day assignments and responsibilities including meetings arrangements, appointments, correspondence and compilation of data. * Contributes to positive office environment by conducting self in a businesslike, confidential manner, positively representing Health and Human Services and the County at all times, providing a high level of organizational support in responsiveness to public, applicant, outside agency and professional office requests and inquiries. * Works to assure Merit System compliance and completeness. * Completes and assists with special projects as needed. * Other duties as assigned.

QUALIFICATION REQUIREMENTS

REQUIRED KNOWLEDGE, SKILLS & ABILITIES: * Public administration principles and practices *Principles and practices of public personnel administration and office management. * Ability to gather, assemble, correlate and analyze information and devise solutions to administrative problems. * Ability to develop, install and evaluate administrative problems and procedures and subject data to statistical analysis. * Ability to establish and maintain effective working relationships with all levels of agency staff, other administrative officials, the public and the professional community. * Ability to clearly and concisely express ideas, orally and in writing. * Knowledge of basic social, economic and health problems and available resources related to child welfare. * Ability to exercise judgment and discretion interpreting and implementing agency, County, State and Federal policies and procedures * Knowledge of current human resources/human services practices and procedures, goals, objectives and service trends, structure, organization, and methods related to public and/or private agencies & institutions. * Ability to work as a member of an administrative team and assist where needed, as necessary to assure efficient operations.
MINIMUM EXPERIENCE AND TRAINING: * Bachelor's degree in public administration or related degree with training in social services administration, public administration, public information or human resources, supplemented by a minimum of three years of progressively responsible and varied administrative duties, including experience in human resources, personnel management, public administration, procurement and/or program development. * This position is subject to mandates requiring Child Abuse, Criminal History, and FBI Clearances for employment. * Pennsylvania residency is a requirement for this position.

EQUIPMENT NEEDED: Must have automobile in good working condition with Pennsylvania driver's license and adequate insurance coverage.
