Responsibilities

Arcfield is growing and is seeking to hire a Senior Systems Engineer-Deployment and Use to address the lifecycle phase of delivering and making operational new or updated systems or services for their customer's COMM Directorate's users and customers. (Please note, an offer for this position will be contingent on an awarded contract.)

Key Responsibilities for the Senior Systems Engineer-Deployment and Use includes:

Lead Launch and Initialization Support

  • Support the coordination, preparedness, and the general verification of COMM readiness of services used in support of enterprise launch and system initialization efforts
  • Assist with identifying, assessing, and resolving site discrepancies that may impact enterprise launch and initialization efforts

Lead Fragmentary Order and Combatant Command Support

  • Support with the coordination, preparedness, and the general verification of COMM readiness of services used in support of Fragmentary Orders (FRAGO) and Combatant Command (COCOM) requirements
  • Assist the with identifying, assessing, and resolving site discrepancies that may impact enterprise FRAGOs and support to Combatant Commands

Support the COMM Mission Director

  • Review plans, processes, procedures, and other relevant documentation
  • Provide assessments on applicability and alignment with service operation requirements and mission objectives
  • Administer the Enterprise Lockdown process and promulgate Lockdown notices to the enterprise
  • Provide real time operations support, including resolving active incidents
  • Assess relevant service operation training programs and provide recommendations on requirements, content, scheduling, certification strategies, and other relevant features as requested
  • Prepare, review, and update documentation IAW applicable standards

Lead Global Connectivity Tier 3 Support

  • Monitor the overall health and welfare of the Advanced Transport Network (ATN)
  • Review daily network status report and provide feedback and/or detailed analysis to Government, customers, contractors and NOC as appropriate. manage new service requests at assigned ATN locations to include coordination, testing and service delivery
  • Maintain the ATN Circuit Tool (or subsequent tools) to ensure information stays current and accurate.
  • Assist with circuit outages, coordinate findings and recommendations and obtain approval to conduct system maintenance or complete mitigations for outages with NOC COMM mission directors and/or the affected site(s)
  • Comprehensively document the issue, conditions, and actions (i.e., circuit specifications, test methodology/criteria, technical expertise required) to ensure successful resolution

Support the Senior COMM Lead

  • With the development of required deliverables for COMM IT deliveries to site.
  • Provide COMM IT (Service Provider) information relevant to site deliveries to Senior COMM leads.
  • Administer Ecosystem governance and process meetings as defined and described in the COMM Ecosystem Governance Plan, MSI CONOPS, and MSI Process Model as directed. Administer meetings at site related to COMM equities and interest, as directed by a Senior COMM Lead

Lead Maintenance Support

  • Review, assess, and advise the Government on COMM's core operational capabilities and planned maintenance activities, troubleshooting COMM service outages, de-conflicting recovery efforts, and focusing on restoring normal service operations to minimize adverse impacts on mission operations
  • Execute Enterprise-Level MA activities including but not limited to performing Approver and Scheduler actions, as directed by the Government, and representing COMM equities at site-level review boards

Lead Disposal Support

  • Deactivate, disassemble and remove the system and returns the environment to its original or an acceptable condition
  • Assist the COMM directorate with planning and preparing for the retirement and disposal of systems and services

Qualifications

Required:

  • BS 12-15, MS 10-13, PhD 8-10
  • Must possess and have the ability to maintain Top Secret / SCI w/ Poly Clearance
  • Bachelor's degree in science, Technology, Engineering, or Mathematics in Science, Technology, Engineering, or Mathematics
  • Experience delivering enterprise-wide technical and functional solutions to Government customers
  • Experience leading efforts to capture new business through technical work and capability briefings
  • Demonstrated experience coordinating development of standards, practices, and procedures as related to the overall product development
  • Experience designing interfaces and brings system elements together so they work as a whole
  • The capability to generate system level requirements verification procedures and customer acceptance test procedures
  • The ability to review test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements
  • Demonstrated experience fulfilling user requests, resolving service failures, fixing problems, as well as carrying out routine operational tasks
  • Advanced experience managing logistics and material management ensuring operational systems/services are updated and maintained to enable operations
  • Demonstrated ability to conduct root cause analysis, and after-action reports to identify the source(s) of COMM service failures and identify potential solutions to prevent recurring failures
  • Outstanding customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
  • A commitment to quality, accuracy, continuous improvement, and be detailed oriented
  • Proven ability to work independently and collaboratively, managing multiple tasks concurrently
  • Strong communication skills to liaise with technical and non-technical audiences
  • Excellent analytical, problem-solving, and project management skills
  • Demonstrated judgment, initiative, and critical thinking to execute mission objectives
  • The ability to travel as necessary to satisfy assigned tasks
  • Be comfortable and flexible with executing additional duties as assigned

Desired:

  • Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
  • Experience designing, researching and developing highly advanced applications, which may result in new product/business opportunities for the company
  • Willing to participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation
  • Able to translate high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements
