Job Summary

The Sr. Manager, Health & Safety - Development & Compliance will be responsible for developing, implementing, and managing national comprehensive safety strategies and programs to help enhance our health and safety culture, stay in compliance with company standards and federal, state, and local regulations. This role involves strategic planning, cross-departmental collaboration, and leading initiatives to foster a strong safety culture and reduce risks. The position reports directly to the VP of Health & Safety.

Job Responsibilities

Development & Programs:



  • Foster a culture of safety by promoting awareness, engagement, and accountability across the organization
  • Coordinate resources and communication for effective implementation of H&S training and programs.
  • Identify training needs to lead the relevant development of learning resources and subsequently implement and monitor identified training
  • Oversee H&S software programs (Intelex, Lytx, etc.)
  • Prepare and present long-term safety plans to executive leadership
  • Partner with vendors to define development and programssolutions



Regulatory Compliance:



  • Develop, implement, and manage a comprehensive compliance program for all levels of employees.
  • Monitor and ensure compliance with local, state, and federal safety regulations (e.g., OSHA, MSHA, DOT, and industry-specific requirements).
  • Monitor industry trends and emerging regulations to ensure proactive compliance.
  • Review operation incident frequencies, trends, conduct root cause analysis, and determine proper corrective actions to help mitigate future incidents.
  • Lead internal safety audits, inspections, and assessments.
  • Maintain documentation for all safety programs, compliance efforts, and incident reports
  • Adhere to all CEMEX, OSHA, DOT, Sate, Local, and MSHA rules and regulations



Change Management:



  • Comfortably deal with ambiguous assignments, utilizing strong problem solving to recommend or support implementing successful safety solutions.
  • Provide timely data, accurate reporting and relevant health and safety information to leadership to help guide decision making.
  • Stay current and engaged in the regulatory community to monitor and anticipate compliance requirements.
  • Will need to communicate credibly with large groups of employees, supervisors and managers, across CEMEX businesses, and with Federal, state and local authorities regarding accidents & compliance issues
  • Perform other job responsibilities as assigned by management.

Qualifications

  • Bachelor's Degree in H&S or related field
  • 5 years related work experience in Health & Safety
  • ASP/CSP, MSP certification a plus

Knowledge, Skills, and Abilities

  • Strong knowledge of MSHA, OSHA and DOT rules and regulations
  • Strong analytical and problem-solving skills
  • Strong computer skills (Office 365 Suite including SharePoint, Power Automate, etc.)
  • Well-developed oral and written communication skills and ability to speak in front of groups.
  • Ability to maintain levels of confidentiality and impartiality during investigations.
  • Ability to establish and manage multiple priorities and consistently meet deadlines.
  • Ensure accountability, with respect to health & safety is applied consistently and appropriately throughout the US.

Working Conditions

  • Continuous exposure to extreme heat, extreme cold, extreme noise, and working outdoors.
  • Must wear protective equipment while at the location

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently. Job involves sitting most of the time, but also involves walking or standing for brief periods of time
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
