Director, Civic Engagement

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a Director, of Civic Engagement to manage the Center's robust portfolio of civic engagement programs that draw on the insights and skills of residents to power better local solutions for cities and their residents.

With the support of grants, technical assistance, and other resources, the Center's Civic Engagement Practice helps cities partner with residents and community members to design and implement projects that solve important public problems.

Working closely with and under the supervision of the Executive Director of the Center, and in collaboration with other Center leadership and staff, the Director of Civic Engagement leads a team of staff to design and deliver programs focused on the ways in which residents contribute to the design, development, and delivery of new services and policy approaches in local governments around the world.

The Director must have a forward-thinking mindset and the vision to deliver impactful programs, both expanding on the legacy of existing initiatives and designing new ones. The ideal candidate demonstrates a strong point of view on the opportunity to reimagine the role and opportunities of local governments, what it means to create meaningful civic engagement, and the capacity for transformational resident-driven innovation.

The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.

Specific Duties/Responsibilities

  • In partnership with Center leadership, financial sponsors and collaborating partners, design and develop strategies for civic engagement and resident-driven innovation programming that contribute to the field of public sector innovation and result in positive impact for city residents.
  • Oversee the efficient and effective delivery and evaluation of multiple civic engagement programs and initiatives and programs in cities around the world.
  • Contribute to the generation and implementation of plans for program evaluation through key metrics and collection of quantitative and qualitative indicators.
  • Support JHU School of Government and Policy initiatives that promote interdisciplinary collaborations to advance research, policy, and practice, with a focus on how resident-driven innovation leads to sustainable development in cities.
  • Contribute towards the Center's standing as a highly respected international thought leader for resident-driven innovation and civic engagement programming.
  • Continuously cultivate and manage a team of civic engagement subject matter experts who each oversee a diverse portfolio of programs and cities.
  • Identify, develop, and document best practices in the field of civic engagement and resident-driven innovation, ensuring these practices are shared and adopted by partner cities and other community stakeholders.
  • Oversee the work of the Center's civic engagement contractors to ensure the successful delivery of technical assistance programs that meet targeted goals and are delivered on budget.
  • Build and maintain strong relationships with financial sponsors, city leaders, elected officials, community stakeholders, and other critical partners.
  • Represent the Center to external stakeholders including governments, philanthropy, nonprofit organizations, community partners, and academic and public sector leaders.
  • Perform other duties, as assigned.


Minimum Qualifications
  • Master's Degree in related field.
  • Five years of related experience in a university or business development setting, with at least three years managing staff.
  • Additional education may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Experience managing donor-funded programs and initiatives.
  • Experience managing diverse staff teams and partnerships.
  • Prior experience working in city or local government.
  • Experience in community development or human-centered design or responsive design experience in a government environment.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
