Seneca Strategic Partners is seeking a highly experienced Senior II Financial Analyst to join our team at the Census Bureau. This position plays crucial role in developing and maintaining the program budget throughout the life of the project, specifically focusing on the 2030 Census. This position involves creating and maintaining life-cycle cost estimates, building Information Technology (IT) models, and providing comprehensive financial analysis and forecasting.

This is a hybrid position, primarily remote, with a potential to return to work at the Census Bureau.

Key Responsibilities:



  • Develop and maintain the IT program budget for the 2030 Census project.
  • Create and maintain the 2030 IT Census life-cycle cost estimate and associated models.
  • Provide regular status updates, obligation, and expenditure forecasting.
  • Conduct IT budget and financial analysis, funds control techniques, and cost projections based on current funding status.
  • Collaborate with the team to assess financial systems and recommend areas for improvement.
  • Review financial reporting processes, strategic financial planning, and policy formulation and development in accordance with the scope of work.
  • Design and apply performance measures and quality controls.
  • Conduct or lead economic and regulatory analysis as necessary.


Basic Qualifications:



  • BS/BA degree in Economics, Finance, or equivalent.
  • Approximately 10 years of related experience within the Census Bureau.
  • Proven experience in developing and maintaining Departments of Commerce and Justice, Science, and Related Agencies (CJS) appropriations program budgets.
  • A functional understanding of the various types of IT cost elements such as applications, infrastructure, cloud, data center, service desk etc. and their cost drivers.
  • Ability to analyze IT funding requests from multiple stakeholder groups and assess them for reasonableness.
  • Strong skills in creating and maintaining life-cycle cost estimates and financial/cost sharing models.
  • Expertise in financial analysis, forecasting, and funds control techniques.
  • Ability to assess financial systems and recommend improvements.
  • Experience in reviewing financial reporting processes and strategic financial planning.
  • Strong understanding of policy formulation and development.
  • Proficiency in designing performance measures and quality controls.
  • Ability to conduct or lead economic and regulatory analysis.


Desired Skills:



  • Direct experience using Consolidated Budget Reporting Application (COBRA) system.
  • Advanced degree in finance, economics, or a related field.
  • Experience working with large-scale and/or concurrent projects.
  • Strong analytical and problem-solving skills.
  • Excellent communication and teamwork abilities.
  • Proficiency in financial software and tools.
