Oceaneering International Inc. Oceaneering Technologies (OII-OTECH) supports the US Navy's submarine rescue mission through the Submarine Rescue Operations and Maintenance Contract (SROMC). Oceaneering partners with the Navy's Undersea Rescue Command (URC) to provide 24/7 world-wide submarine rescue capability to US, allied and other foreign navy requests to assist disabled submarines (DISSUB) or submersible intervention and rescue. OII OTECH is seeking an Assistant Operations Manager who will execute and manage operations of unique undersea systems and supporting equipment. The Assistant Operations Manager will report to the Operations Manager (OM) and will work closely with the customer to establish and enforce undersea system operational performance and safety standards. The Operations Manager will also serve in a direct operational / watch standing role embarked on working vessels during at sea operations. Duties & Responsibilities
ESSENTIAL: * Plan, supervise and execute operations under the guidance of the Operations Manager. These operations include in port and at sea training events, international exercises, real world events, planning conferences and program meetings. * Support and instill a safety culture within the team that is in compliance with Oceaneering's Life Safety Rules and HSE program. * Assist the Operations Manager in the development of strategic and operational plans for national and international operations. * Coordinate daily with a wide variety of government activities to develop and execute operational and training schedules. * Establish as the Load Planning System Matter Expert (SME) of rescue assets for various Transporation configurations. Coordinate with functional managers to develop load plans for integration into ICODES and A2I. Coordinate with URC to establish and develop relationships with government and civilian entities to assist with asset Transporation (i.e., TRANSCOM, USAF-R, aircraft brokers, joint Inspectors, airfield managers, etc). * Develop and maintain Standing Rescue Plans for key (probable) rescue sites around the world integrating MoShip Surveys when available. Develop rescue timelines and Transporation scenarios for mobilizing to regional rescue locations and identify available resources as well as challenges associated with each location. * Assist in the development of mobilization plans to support operations. * Assist the Operations Manager to organize, train and certify sufficient OTECH teams to operate assigned undersea systems and supporting equipment to sustain at sea operations. * Interface with the customer and commercial organizations to arrange for logistical support (e.g. lift, cranes, forklifts) for transportation and mobilization efforts. Liaison with applicable agencies as necessary to obtain licenses, permits, customs forms and other documentation as required to support operations. * Assist the Operations Manager and MoShip surveyor to coordinate the performance of ship, airport and seaport surveys for operational viability. Review survey reports as directed. * Assist the Operations Manager to co-ordinate, direct and supervise operations at sea for extended periods. * Distribute and delegate work assignments. * Assist the Operations Manager to coordinate with staff and government stakeholders to deconflict operational schedules with competing demand signals (i.e., maintenance, QA audits, etc.). * Inform staff and stakeholders on operational schedules and personnel demand signal (i.e., watchbill). * Issue clear instructions to staff; arrange equipment and logistics necessary for execution of tasks. * Generate required reports at the direction of the Operations Manager for review. * Oversee the execution of facilities, TMDE calibration, rescue support equipment maintenance, and training programs at the direction of the Operations Manager. * Fulfill the role as Operations Manager when not available (i.e., timesheet approval, interviews, etc.). * Provide back-up to the MoShip surveyor during their absence to include but not limited to, retrieving VOO, AP and SP survey reports to assist in rescue response planning, contacting VOO broker for ship availability, and conducting surveys (VOO, AP, SP). NON-ESSENTIAL * The Assistant Operations Manager is required to perform other duties as requested, directed or assigned. Qualifications
REQUIRED: * Bachelor's degree or higher in engineering related field. Commensurate experience will be considered. * 10+ years' experience * Demonstrated writing and verbal communication skills. * Ability to work as a team member ashore and afloat aboard working vessels. * Extensive travel and the ability to work away from home for periods up to 45 days. * U.S. Citizenship is required. * Current US Passport is required. * A current SECRET clearance or the ability and desire to obtain a SECRET clearance. DESIRED: * To perform this job successfully, an individual should have complete knowledge of Microsoft Office products * Working knowledge of American Bureau of Shipping rules and/or other classification society rules. * Working knowledge of NAVSEA certification programs for both Deep Submergence Systems and Diving & Manned Hyperbaric Systems. * Proficiency with a variety of field concepts, practices, procedures and equipment operations such as GPS, Side Scan Sonars, ROV and Launch and Recovery and Hyperbaric chamber systems.
