Who we are and what we do:
Benefits Administration (BA), within the Department of Finance & Administration, manages insurance benefits through the State Group Insurance Program (SGIP) for over 300,000 individuals from public sector organizations in Tennessee. This includes employees, dependents, and retirees from state and higher education institutions, local education agencies, and local government agencies. The SGIP is a $2B self-funded health plan which delivers health, dental, vision, life, flexible benefits, and disability insurance to plan members. BA also administers supplemental medical insurance for retirees with Medicare. Key Responsibilities:
- Financial Management
- Creates the greatest value for the division's stakeholders given existing resources
- Develops and drives key performance measures and metrics that support Benefits Administration's strategic direction
- Participates in key decisions as a member of Benefits Administration's executive leadership team
- Develops financial strategies to ensure insurance benefits are comprehensive, affordable, dependable, and sustainable
- Manages the budgeting process, including premium rate setting ' Monitors revenues, expenditures, plan balances, and solvency reserves
- Identifies and researches anomalies in financial data and develops strategies to address, if warranted
- Reports financial results to Benefits Administration management and Audit Committee
- Procures and manages actuarial consulting, auditing and other contracts to support sound financial management
- Manages eligibility and payment integrity, including debt collection from members and agencies
- Ensures compliance with the Affordable Care Act and Consolidated Appropriations Act and other relevant federal and state financial requirements Risk Management
- Develops strategic initiatives based on innovation and industry best practice
- Ensures the divisional, pharmacy benefit manager, and HIPAA risk assessments are completed, and any deficiencies noted are corrected
- Identifies and develops strategies to mitigate key organizational risks
- Monitors Other Post Employment Benefits valuation work with the contracted actuaries and Division of Accounts
- Maintains professional relationships with Audit Committee members
- Compiles and presents relevant materials to the Audit Committee for their consideration and action
- Maintains professional relationships with internal and external auditors and investigates their findings and recommendations
- Ensures compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH)
- Collaborates with senior executives in internal and external stakeholder organizations
Minimum Qualifications:
- A bachelor's degree in accounting, business administration, health administration, or a related field from an accredited four-year college or university. Master's degree preferred.
- Five years financial management experience including budgeting, planning and executing initiatives for improving financial reporting, analysis, and mitigating financial risk. Preference will be given to experience in accounting or auditing, followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership.
- Demonstrated skills in problem solving and self-motivation
- Demonstrated ability to obtain results and multitask in a fast-moving environment with different functional areas
- Exceptional interpersonal and communication skills, with the ability to establish rapport and develop effective relationships across functions and all levels of management.
- Demonstrated skills in coaching and leveraging work through others
