Role Description:

The Accounting Manager manages, plans, and controls the preparation of key financial data used in establishing DC Water's financial objectives and measurement against those objectives by providing technical expertise, business partnering, and leadership required to improve processes and financial controls.



Essential Duties & Responsibilities:


  • Serves as advisor for all accounting policy and financial activities for DC Water, to include general accounting and account reconciliation, and the establishment and maintenance of sound financial controls, procedures, and standards; responsible for overall and general accounting duties such as approval of journal entries, managing general ledger account analyses, and maintaining chart of accounts in Oracle ERP.
  • Manages the accounting staff which has responsibility for the maintenance of financial records, and the preparation of accounting reports and applications to adequately meet and support the needs of the Authority and its constituents.
  • Manages all general accounting functions and prepares ad hoc reports and directs all general accounting in Oracle system.
  • Identifies organizational changes in response to changes in DC Water structure or business needs; evaluates the impact and cost of changes on DC Water's financial policies, procedures, and Oracle system.
  • Performs account fluctuation and causal analysis in support of periodic financial reporting for fiscal year-end, the Board, and senior management.
  • Works closely with the budget, revenue planning, financial reporting, internal auditors, external auditors, and oversees the year-end close process and related audits.
  • Manages the development of analyses by identifying underlying business drivers and maintaining a detailed knowledge of such; must articulate business drivers of DC Water's financial results
  • Manages staff to ensure that goals are met, to include identifying, developing, and implementing plans that continually improve staff skills and knowledge.
  • Performs special projects for senior management that involve technical accounting research and analyses of financial information.
  • Recommends and implements changes to DC Water's accounting processes and procedures.
  • Performs other duties and projects as assigned at the discretion of the VP & Controller.



Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the unit.

Key Working Relationships: Interacts with employees at all levels, and maintains ongoing communications with internal/external auditors, and outside regulatory agencies.



Skills & Qualifications:

Required Skills & Qualifications



Required Experience:
Seven (7) years GAAP/GASB accounting, financial reporting, and financial planning experience that included three (3) years of supervisory experience is required.
Minimum Education Requirements:
Bachelor's degree in Accounting, Finance, Business Management (or a related field) from an accredited college/university.
Required Skills:
Expert knowledge of GAAP and GASB is required.
Strong communication, analytical, organizational, management, and negotiation skills are required.
Proficient computer skills that include an in-dept knowledge of Oracle Cloud Enterprise Resource Planning (ERP) and applicable software programs are required (i.e., spreadsheets, databases, presentations, etc.).
Ability to prepare and oversee the preparation of technical accounting reports that often involve significant research.
Attention to detail is required
Required Licenses & Certifications:
Certification as a Certified Public Accountant (CPA) is required.

Preferred Experience:
Previous experience at a major accounting firm is a plus.
Preferred Education Requirements:
A Master's degree in Accounting or MBA is preferred.
