Hill International is seeking a Quality Assurance Engineer in Baltimore, Maryland

Hill International is seeking a Construction Quality Manager to join our team for a large-scale manufacturing facility project in the Wagner's Point area of Baltimore, Maryland. This position will oversee construction quality and daily field activities for a state-of-the-art 600,000 SF submarine cable manufacturing facility as part of the owner's Project Management Consultant (PMC) team. The successful candidate will serve as an on-site representative, focusing on quality assurance while supporting overall construction management efforts.



  • Monitor and report on daily construction activities and quality performance, and complete a daily inspection report
  • Implement the PMC Quality Management program, ensuring adherence to project specifications and standards
  • Coordinate third-party testing and inspections, review resulting reports and testing results
  • Document and communicate quality issues to project stakeholders
  • Maintain non-conforming work log and track resolution
  • Track progress against project milestones
  • Review Pay Application pencil copies to verify billed work completion
  • Serve as liaison between the CMAR team and PMC management
  • Monitor compliance with contract requirements
  • Verify implementation of corrective actions
  • Support environmental compliance efforts
  • Assist with coordination of permit inspections


  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent construction experience)
  • 10+ years of experience in construction quality management or inspection
  • Understanding of construction documentation, quality control processes, and inspection procedures
  • Familiarity with building codes and industry standards
  • Good communication and interpersonal skills
  • Proficiency with standard office software and construction management tools
  • Experience with commercial or industrial construction projects is a plus
  • Experience with environmental compliance a plus
  • Construction quality certifications beneficial (CQM, ICC, etc.)
