Description

The Healthcare Association of New York State (HANYS) is seeking a Director, Insurance and Managed Care within its Insurance, Managed Care and Behavioral Health team. Reporting to the Vice President, Insurance, Managed Care and Behavioral Health team, this position will help in the coordination, formulation, and support of advocacy strategies and policies on issues related to insurance and managed care. The individual will also collaborate with HANYS' members, and advocate on their behalf with regulators, lawmakers, and policy leaders. The individual will also be responsible for developing and providing information, education/collaboratives, and other member resources, as well as provide support for the federal and state insurance and managed care agendas.

This position will be based at our office in Rensselaer, NY with a hybrid work environment considered within New York State. The salary range is between $93,000 and $100,000 annually. Payrate offered will be based on the successful candidate's relevant experience, knowledge, skills, and abilities and in consideration of internal equity.

Key responsibilities include but are not limited to:



  • Provides analysis, research, and policy preparation to support federal and state regulatory and legislative advocacy, including development of related policy papers and/or special reports related to insurance, managed care and payer issues.
  • Assists with communicating significant issue and policy developments to the membership, including drafting written news articles, general membership updates, reports to the HANYS board of trustees, surveys, and related materials, and leading and participating in meetings and calls with members, external stakeholders, and HANYS advisory groups.
  • Researches and responds to member inquiries on managed care and reimbursement issues.
  • Develops and implements member issue tracking system, supporting the team in ensuring all member issues are addressed. Relatedly monitors these issues for commonalities to identify issues of commonality and payer trends to support policy development responsive to issue and related advocacy.
  • Supports HANYS Managed Care Advisory Group and Multistate Managed Care Coalition by agenda development, presenting to these bodies, and with related administrative needs, such as scheduling the meetings and taking meeting minutes.
  • Under the guidance of the Vice President, designs, implements and facilitates member educational programs and presentations including SWAT conferences, webinars, and other special events.
  • Assists in development of managed care protocols, tools, and presentations to enhance members' ability to enforce their rights.
  • Participates in internal meetings and other activities as directed by the Vice President; works with other divisions across HANYS to seek input from other divisions on policy related issues.
  • Participates in state and other workgroups as assigned.
  • Participates in HANYS' overall strategic policy planning activities as required.
  • Assists with other managed care projects as necessary.



Qualifications:



  • Bachelor's degree in health-related or public policy field; Master's degree preferred. A Juris Doctorate would be a plus. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.
  • Minimum of five years' experience in healthcare advocacy, public policy, and/or insurance and managed care.
  • Understanding and knowledge of healthcare policy issues affecting hospitals and health system is required.
  • Strong interpersonal and relationship building skills with internal and external stakeholders.
  • Excellent written, presentation and communication skills.
  • Experience and knowledge of both state and federal legislative and regulatory processes.
  • Aware of recent trends and developments within the insurance and managed care space.
  • Proficient in Microsoft Office.
  • Ability to coordinate multiple projects, meet deadlines, and work collaboratively with internal and external groups.
  • Occasional travel in New York State.
  • Must be able to work as part of a team as well as independently with efficiency and flexibility.
