SUMMARY

The Data Manager collects, analyzes, queries, reports, and visualizes data from a variety of different domains to inform program planning, improvement, monitoring, and resource allocation. More specifically, the Data Manager applies public health principles to develop and apply appropriate analyses, uses statistical software program(s) to conduct quantitative statistical analyses, assists with interpreting findings, and develops visualizations and presentations for internal and/or external stakeholders, as requested.

This position is situated in the Department of Health and Human Services, Office of Performance and Planning, and exclusively supports the Office of Public Health, working under the guidance of the Director for Health Equity and Epidemiology.

This is considered an Essential Position within the Office of Public Health. Essential Employees are obliged to report to work as scheduled or remain at work during emergencies. Essential employees carry out essential job functions or assigned emergency duties which may involve assignments within the Department Operations Center, Emergency Operations Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks, months, etc.

Reports directly to Division Director for Health Equity and Epidemiology.


ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

* Develops and implements plans for monitoring key public health information, and program performance and outcomes, including data collection, management, analysis, and interpretation.
* Utilizes program, survey, and other data to make recommendations addressing public health and program/project evaluation questions.
* Recommends, implements, and monitors procedures for automating data collection and analysis, ensuring data accuracy and integrity.
* Ensures datasets are accurate and clean through scrubbing and regular examination of data.
* Prepares data reports, briefings, presentations, and webpages to disseminate data.
* Develop data visualization tools to communicate public health data to a variety of audiences. This may include dashboards and interactive graphs and infographics.
* Develops data documentation (i.e., data management plans). Documents procedures for entry, cleaning, and quality assurance of data in policies and procedures manuals that can be referenced by clinical and administrative staff.
* Collaborate with colleagues across the Office of Public Health and the Department of Health and Human Services in the development of work products.
* Responds to inquiries regarding data.
* Safeguards confidential and sensitive information based on "need to know" information sharing and security.
* Attend seminars and meetings relevant to program needs and collaboration with internal and external partners.
* Actively participates in cross-disciplinary work groups, as appropriate.
* Serves as subject matter expert and provides technical guidance to colleagues in collection, management, and analysis of public health data.
* Works independently and as a team. Keeps supervisor and colleagues informed and engage others in a manner that promotes collaboration.

QUALIFICATION REQUIREMENTS

The requirements listed below are representative of the knowledge, skill and/or ability required. * MINIMUM:
o A master's degree (MS or MPH) with a focus in epidemiology, biostatistics, data science, or a related discipline OR a bachelor's degree in epidemiology, biostatistics, data science, or a related field WITH 2 years of full-time or equivalent part-time, professional or technical experience in analyzing public health data.
o Proficiency in using common statistical software packages (SAS) to import/export/combine datasets, conduct data management, automate routine tasks, and analyze large datasets (e.g., data validation, application of survey weights, descriptive statistics, univariate and multivariate analyses).
o Ability to perform descriptive statistical analyses and other analyses relevant to the field of public health.
o Ability to interpret quantitative analysis output, draw conclusions, and make appropriate recommendations based on the data.
o Experience with synthesizing and visualizing data from multiple sources and/or analyzing large public health datasets.
o Experience creating dashboards and using data to work with leadership teams to support decision making
o Skilled in the use of Microsoft Products such as Excel, PowerPoint, Word, and Access.

* ADDITIONAL:
o Displays attention to detail and accountability through appropriate follow up.
o Demonstrates critical thinking, resourcefulness, and curiosity.
o Experience with developing and conducting program evaluation preferred. This may include working with program staff to develop appropriate evaluation questions, formulating and monitoring objectives, collecting quantitative or qualitative data, and performing a needs assessment.
