POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Material / Inventory Control Management is a critical function within supply chain operations, ensuring the efficient planning and execution of supply chains to meet the material requirements outlined in this Performance Work Statement (PWS). This role involves regulating and optimizing the flow of materials while continuously evaluating key factors such as demand, cost, availability, quality, and delivery schedules.

Material / Inventory Control Management encompasses the acquisition, storage, handling, and utilization of materials to minimize waste and losses, maximize cost efficiency, and establish clear operational accountability. This is achieved through rigorous physical checks, record-keeping, accounting, and control measures.

A key focus of Material Management is sustaining inventory levels throughout the entire lifecycle of the Maritime Patrol Aircraft (MPA). By leveraging Reliability, Availability, Maintainability, and Ownership Costs (RAM-C) metrics, sustainment organizations can conduct comprehensive material analyses to identify and mitigate readiness challenges that directly impact mission capability.

Material / Inventory Control Management focuses on the capacity to sustain material inventory for the entire life cycle of the Maritime Patrol Aircraft (MPA). The following measurements: Reliability, Availability, Maintainability, and ownership costs (otherwise known as RAM-C metrics) enable sustainment organizations to conduct material analysis to identify and mitigate readiness degraders, which directly impact Mission Capability.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

Job Duties and Responsibilities



  • The Inventory / Material Manager will conduct a joint initial complete wall-to-wall inventory audit of all Government Furnished Property (GFP) and non-capital Government Furnished Materials (GFM), including equipment, materials, and tooling provided under this contract. Contractor shall use the provide GFP list as a baseline document.
  • Operate, maintain, and improve U.S. Customs and Border Protection's (CBP) inventory management program and associated inventory storage areas.
  • Provide responsive program-wide logistics support at the most economical cost commensurate with mission requirements per the current operations schedule outlined in the applicable regulations and provide on-call support as needed.
  • Operate, maintain, and improve In-House Repair (IHR) Minor/Major capabilities for CBP due to a decreasing availability of supply chain support.
  • Establish a robust obsolescence management program to identify parts and components that are becoming difficult to support. Develop and submit recommended action plans to CBP for approval and oversight.
  • Manage supply chain risk by identifying susceptibilities, vulnerabilities, and threats.
  • Establish a Continuous Improvement Process as a component of the Contractors quality control program that forecast inventory levels with sufficient precision to reduce stock outs, incomplete kits, cannibalization, man-hours, and cost while improving overall performance. These improvements may reside outside of the CBP Aircraft Maintenance Management System with COR approval.
  • Incorporate Integrated Product Support (IPS) elements, formerly known as Integrated Logistics Support (ILS).
  • Plan, manage, and fund product support across all Integrated Product Support (IPS) Elements.
  • Identity, plan, resource, and implement maintenance concepts and requirements to ensure the best possible equipment/capability is available when needed at the lowest possible LCC.
  • Identify, plan, resource, and implement management actions to acquire repair parts, spares, and all classes of supply to ensure the best equipment/capability is available when it is needed at the lowest possible LCC.
  • Identify, plan, resource, and implement management actions to acquire and support the equipment (mobile or fixed) required to sustain the operation and maintenance of the system to ensure that the system is available when it is needed at the lowest LCC.
  • Identify, plan, resource, and implement management actions to develop and acquire information to operate, maintain, and train on the equipment to maximize its effectiveness and availability; effectively catalog and acquire spare/repair parts, support equipment, and all classes of supply; and define the configuration baseline of the system (hardware and software) to effectively support the mission crew with the best capability at the time it is needed.
  • Identify, plan, resource, and acquire packaging/preservation, handling, storage, and transportation requirements to maximize availability and usability of the material to include support items whenever they are needed.
  • Draft and provide a comprehensive Integrated Logistics Support Plan (A004). The LSP shall address the Material Management /Inventory Control Management objectives, describing, identifying and implementation of the IPS elements.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's Degree or 7 years of demonstrated management (Material/Inventory/Personnel)
  • Must have experience with Federal Acquisition Regulations (FAR)
  • Must be computer literate and have a working knowledge of Office Outlook, Word and Excel
  • Must management experience
  • Have a minimum of 5years ofexperience in the purchasing field
  • Must be able to obtain a Secret Clearance


Work Environment:



  • Indoor, uncontrolled climate with exposure to moving equipment, mechanical, chemical or biological hazards, confined spaces or heights
  • Outdoors with exposure to various weather conditions.


Expected Pay Range: $85,000 to $110,000 per year
