Primary Purpose The Principal Electrical Instrument and Control Systems (ICS) Operations Engineer is a Subject Matter Expert (SME) on the LNG Operations Service Team providing technical expertise to Sempra Infrastructure's operating facilities and those under development. Acting as part of a shared service team supporting Sempra Infrastructure and implementing Sempra's Guiding Principles, the Pr. Engineer ICS SME must have the ability to understand the integrated LNG liquefaction value chain and navigate through the constraints of operating facilities. Using their skills and insights to support, assist, measure, troubleshoot, improve, develop, etc., they will be enablers of Operational Excellence throughout Sempra Infrastructure's LNG assets. Key broad areas of expertise will include DCS systems, PLC's, OTS and hazard mitigation strategies for process safety, software patches, upgrades, etc. A full knowledge of field equipment interface systems and their troubleshooting and maintenance, UPS systems, telecommunication systems, security access, CCTV, hazard detection and control systems, assist in turnaround and turnaround planning, etc., and being able to effectively share and communicate that expertise to a diverse workforce, in the context of a customer driven shared services organization supporting the commercial goals of a world class LNG Export operation. Duties and Responsibilities
- Lead and provide expertise for all Instrument and Control Systems matters for the Owner. Serve as a technical ICS Engineer expert resource to operating facilities and Sempra Infrastructure management. Provide expertise in maintaining, upgrading, and improving the OTS. Observe and gauge operating facilities and provide unique insight and when necessary, develop and implement solutions to problems the facilities experience.
- Review, troubleshoot and develop strategies to manage a Historian and HMI systems.
- Evaluate review and troubleshoot complex architectures of DCS, PLC, and other control systems.
- Evaluate, review, and provide expertise in hazard detection systems, including fire and gas.
- Specify, troubleshoot, field devices interfacing with control systems, especially for rotating equipment including turbine systems.
- Evaluate, troubleshoot, recommend, and specify security access and monitoring systems, including intrusion detection, CCTV, gate access, visitor access, etc.
- Troubleshoot outlier events including spurious trips and alarms.
- Enable uninterrupted safety, reliability and production during software upgrade and patching by developing recommended practices and procedures to evaluate the work, the associated risks, and mitigating methods available, and properly relay those risks to plant management, observe and gauge operating facilities and provide unique insight and when necessary, develop and implement solutions to problems the facilities experience.
- Specify, troubleshoot, field devices interfacing with control systems, especially for rotating equipment including turbine systems, and troubleshoot outlier events including spurious trips and alarms.
- Provide technical training support for operations, including recommending upgrades and improvements to the OTS, and maintenance as related to ICS, telecommunications, security systems.
- Evaluate, troubleshoot, recommend, and specify security access and monitoring systems, including intrusion detection, CCTV, gate access, visitor access, etc.
- Review and audit P&IDs, hazard detection systems, complex architectures of DCS, PLC, instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause and effect diagrams, sizing calculations sheets, etc.
- Monitor and identify cybersecurity risks, understand UPS control system and their capabilities and failure mechanisms.
- Plan, implement and provide technical training support for operations and maintenance as related to ICS, telecommunications, security systems. Champion the adoption on Best Practices across operating facilities, including practical safe work practices including effective LOTO & MOC practices. Develop and manage scopes of work for technical studies.
- Assist in the development of Sempra Infrastructure LNG and associated assets. Participate on PHA teams.
- Perform other duties as assigned (no more than 5% of duties).
Education
- Bachelor's degree in Instrument Engineering, Control Systems/Automation and/or Electrical Engineering discipline required. Master's degree is a plus.
Experience
- 12+ years of experience in the petrochemical industry of which at least 4 years as specialist with Instrument and Control Systems equipment section dealing with large machinery required.
- 10+ years of experience having worked in a plant environment preferred.
Knowledge, Skills and Abilities
- Understanding of the industry trade groups and organizations and monitor industry events and trends that may affect Sempra Infrastructure LNG assets.
- Comprehensive knowledge of industry codes (IEEE, IEC, NFPA, ASTM, etc.) and regulations (FERC, PHMSA) and standards and advises on use and applicability.
- Understanding of operational and commercial aspects of LNG Facilities.
- Possesses in-depth knowledge of construction techniques and practices in the energy, natural gas and/or petroleum industries.
- Ability to manage multiple projects simultaneously while achieving corporate and project goals.
- Ability to deal with a wide variety of people with tact, courtesy and professionalism.
- Ability to communicate in a professional and effective manner, including in-person, telephone, and E-mail.
- Ability to work independently and function with limited supervision.
- Ability to coach and mentor less experienced engineers.
- Knowledge and/or application experience with industry standards.
- Proficient in Microsoft Office (Outlook, Word, Excel, Power Point).
Other Qualifications
- Ability to travel to facilities outside the United States.
HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
