Town of Lexington We are currently accepting applications for the following full-time (40 hrs/wk) position: Senior Civil Engineer Department of Public Works Anticipated Hiring Range: $76,593- $87,406 with excellent benefits The REQUIRED Town of Lexington application form must be received in the Town's Human Resource Department. GENERAL SUMMARY: Under the direction of the Town Engineer, the Senior Civil Engineer, performs a variety of engineering, design, survey, and supervisory duties for Public Works projects involving road, water, sewer, drain, and traffic improvements. ESSENTIAL JOB FUNCTIONS: * Manages projects and contracts for the expansion and replacement of Town infrastructure, and is responsible for fulfilling the obligations of the Town under various contracts, permits, and federal regulations. Oversees contract bidding, selection of contractor, and project scheduling. * Responsible for project design including conducting needs assessments and preparing complete plans, designs, and other contract documents to be used for project bidding and construction. Reviews all designs and documents prepared by consulting architects and engineers. * Oversees and inspects construction work performed by contractors to ensure compliance with design specifications and established regulations. Directs the work of consulting engineers. Maintains regular communication with clients, contractors, and engineers throughout the course of the project. * Serves as primary point of contact for residents, Town staff, developers, contractors, and the general public regarding Public Works projects and engineering standards and regulations. Provides technical information and assistance, and responds to inquiries, requests, and complaints. * Assists the Town Engineer in the preparation of annual budgets. Prepares cost estimates and presentations for capital projects and administers budget expenditures. Monitors expenses during construction and closeout phases of assigned projects. Reviews and approves payments to contractors and consultants. * Maintains files and records on all assigned projects. Prepares and submits records, reports, plans, and other documents as required for Town and State filing. * Collaborates with the Community Development, Conservation and the Planning Board divisions to review of submitted plans, Notices of Intent, and drainage calculations. * Inspects construction work performed by utility companies and others authorized to perform work according to sewer, water, and street opening permits. May also oversee traffic improvement projects. * May serve on various Town Committees, when requested. * Provides guidance, direction, and mentoring to the surveying crew, inspectors, and junior engineering staff. * Performs special projects and other related duties as required, directed, or as the situation dictates. * Regular attendance at the workplace is required. SUPERVISORY RESPONSIBILITY: None. MINIMUM EDUCATION & EXPERIENCE: Bachelor's Degree in civil engineering or a related field with five (5) to seven (7) years of increasingly responsible professional civil engineering experience; or equivalent combination of education and experience. Driver's License, or the ability to move independently between work sites multiple times per day. Registration as a Professional Engineer (PE) with the State of Massachusetts also required. ADVANCED EDUCATION & EXPERIENCE: Master's Degree in civil engineering, public works management, or a related field. QUALIFICATIONS: Knowledge of: * Principles and practices of civil engineering and administration including structural design. * Modern and complex principles and practices of program development. * Principles and techniques of construction cost analysis and estimates. * Operation and maintenance of water distribution, sewage collection and storm water collection and treatment systems. * Principles and practices of project management. * Principles and policies of municipal traffic control. * Recent developments, current literature, and sources of information regarding civil engineering. * Pertinent Federal, State, and local laws, codes, and regulations. * Modern office procedures, practices, and computer equipment. * Principles of supervision, training, and performance evaluation. Ability to: * Work with our diverse populations and develop effective working relationships. * Move from office to field locations multiple times throughout the day and conduct field inspections. * Coordinate the work of supervisory, professional, technical, and clerical personnel. * Develop, review, and document specifications for improvement projects. * Analyze problems, identify alternative solutions, and project consequences of proposed actions. * Operate computer and various software necessary for performing assigned duties. * Communicate effectively, both orally and in writing. Be open to Diversity, Equity and Inclusion training and development. WORKING CONDITIONS & PHYSICAL DEMANDS: Works offsite to perform field work and inspections. Works outside in all weather conditions and is exposed to high noise levels, moving mechanical parts, difficult terrain, fumes or airborne particles, toxic or caustic chemicals, and the risk of electric shock. Operates motor vehicle, surveying instruments, measurement devices, pipe locators, and other engineering and construction related tools. Inspections may require ascending/ descending rough terrain or ladders, looking over, under and behind various obstacles. Some work is performed in a normal office environment not subject to extremes of noise, temperature, odor, etc. Must be able to remain in a stationary position for long periods of time. Operates computer, printer, photocopier, and other office equipment.
