This position is a tiered position. Incumbents will havea position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES:

Working under the guidelines contained within the Mechanical Department's Quality Management System, the Quality Assurance Analyst is responsible for audit, inspection and review of the processes and product delivered by various entities including Amtrak maintenance facilities and external suppliers. These assessments will be reviewed and communicated to Union Craft Personnel and Operational management for adherence to the policies and procedures. Position represents Amtrak as an internal auditor for various regulatory agencies including the FRA, AAR, ISO, FDA and EPA.

ESSENTIAL FUNCTIONS:



  • Perform extended in-plant rolling stock equipment inspections for both internal and external suppliers that may require travel.
  • Discern between substantial and immaterial deviations in quality of material and workmanship, and professionally insist upon substantial delivery of quality services and quality material.
  • Provide guidance and expertise based on knowledge of FRA regulations and their application to Amtrak rolling stock.
  • Have completed or be capable of completing a recognized auditor training course (ISO, ASQ, AAR, or other quality systems) within six (6) months of the appointment to the position.
  • Evaluate facilities and equipment against existing regulatory compliance and quality standards and where necessary make recommendations for improvement to both the existing standards and the methodologies and processes employed to achieve adherence to those standards.
  • Analyze performance data for systemic trends seeking opportunities for process improvement leading to increased equipment reliability.
  • Communicate with and educate Craft Personnel and Front-LineOperational Management of requirements along with corrective action definition



MINIMUM QUALIFICATIONS:



  • Bachelor's degree required or equivalent combination of education, training and work experience may be considered in lieu of a degree
  • Experience demonstrating skill in a quality related position
  • Demonstrated experience with and knowledge of equipment maintenance proceduresuch as FRA CFR 49 requirements or similar regulatory requirements.



MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:



  • Demonstrated sound leadership and project management skills.
  • Working knowledge of equipment systems with problem solving skills for all fleet types including locomotives, trainsets, and cars.
  • Demonstrated knowledge of FRA regulations and their application to Amtrak rolling stock.
  • Demonstrated proficiency in MS Office applications including Access and Project software.
  • Ability to learn new tasks (both complex and routine) in a fast paced environment with frequently changing priorities..
  • Flexibility to work extended hours if required.
  • Knowledge of collective bargaining agreements.



PREFERRED QUALIFICATIONS:



  • 2 or more years of experience preferred.
  • ISO Lead Auditor certification.
  • Experience in process management techniques.
  • Demonstrated experience with Process Management Implementation and Control.
  • Working knowledge and experience with Reliability Centered Maintenance and Lean Manufacturing techniques.
  • Demonstrated experience/working knowledge of various data management business systems including Procurement, Work Management, Business Operations, Training.
  • Some experience in railroad related or similar transportation or industrial activity.
  • Some knowledge of various fleet and equipment nomenclature to include transportation industry style vehicles.
  • Demonstrated experience and/or working knowledge of the contractual aspect of Procurement/Contract Administration.



WORK ENVRIORNMENT:



  • Works predominantly performing equipment inspections in a shop environment requiring bending, stooping, and crouching movements as well as climbing on and off rolling stock for observational purposes.
  • Work may take place in inside and outside environments and may require extended periods of standing or walking on uneven surfaces.
  • Personal interaction with various business groups from Executive level through ground floor operatives.
  • Daily interfacing and relationship building with Union Craft Personnel and Front-Line Operational Management



COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary range for a Quality Assurance Analyst is $ 65,500 - 84,888 and the salary range for a Sr Quality Assurance Analyst is $78,600 - $101,844. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
