Essential Job Duties
We are seeking an experienced Assistant Director for Utility Systems to lead the operations and maintenance of underground utility systems at NC State University. This role provides supervision, leadership, and technical expertise to the Utilities Distribution (UD) Shop and is responsible for ensuring the efficient operation of systems including domestic water, steam/condensate, chilled water, sanitary/storm sewer, and natural gas. In addition, this position oversees the 811 Utility Locating Program and the GIS/AutoCAD functions for the Utilities & Engineering unit. This position plays a critical role in ensuring the safety, efficiency, and sustainability of NC State's utility infrastructure. Key duties and responsibilities include, but are not limited to:

  • Provide supervision and leadership to the Utility System shop, ensuring the effective maintenance and operation of underground utility systems across NC State's campuses
  • Has overall responsibility for the Safety program effectiveness and development in the Utility System area and establishes safety goals, identifies safety training needs, and ensures completion
  • Provides advanced technical support for the repair and maintenance of complex systems such as steam/condensate, chilled water, and use your expertise to assess and recommend repairs and system renewals

  • Develop and maintain system deficiency lists, recommending updates and improvements to the Utilities & Engineering Director, and regularly update distribution maps and construction standards as needed
  • Manage and oversee utility distribution projects, including scope development, budget management, contract administration, and field inspections, and ensure projects align with university standards and are completed on time and within budget
  • Manage the 811 Utility Locating staff/program to protect university underground utility assets during construction and repair projects
  • Manage the underground utility maps and information through GIS/AutoCAD, ensuring accurate and up-to-date records of the university's utility infrastructure
  • Set goals and standards for the preventive maintenance (PM) program for the UD shop, evaluating and adjusting tasks as needed to improve program effectiveness
  • Responsible for environmental engineering efforts by ensuring compliance with wastewater system permits and spill prevention plans, serving as the Operator Responsible in Charge (ORC) for these permits
  • Serve as University liaison with NC DENR (North Carolina Environment & Natural Resources) officials on site inspections
  • Collaborate with other Facilities Division units to develop long-term plans for system renewal and review capital projects for impact on distribution systems, and provide recommendations
  • Stay current with industry advancements and recommend new technologies for construction standards and project scopes

Other Responsibilities

  • Will serve as backup for the UD shop supervisor
  • Mandatory personnel. May be required to report to work even if the University is closed
  • Other duties as assigned/needed


Qualifications


Minimum Education and Experience
Bachelor's Degree in the Engineering discipline related to the area of assignment and two years of related Engineering experience; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications

  • In-depth knowledge of steam, chilled water, potable water, and storm/sanitary system design and construction methods, as well as maintenance and operational best practices
  • Managerial experience focused on utility systems
  • Proven ability to manage multiple projects simultaneously while providing effective support to maintenance staff

Preferred Qualifications

  • Extensive knowledge of underground utility systems, including steam/condensate and chilled water systems
  • Experience in project management, including scope development, maintenance and planning activities, and field inspections
  • Experience in GIS/AutoCAD and familiarity with 811 Utility Locating programs
  • Strong leadership and supervisory skills, with the ability to work collaboratively with other units and provide recommendations for system improvements
  • Ability to stay current with industry advancements and incorporate new technologies
  • Understanding of state and federal regulations related to utility systems and environmental compliance
  • Professional Engineer registration preferred
  • Ability to obtain ORC certification within one year of hire is desired
